ADDRESSING HOMELESSNESS EFFORTS BY THE CITY OF NORTH LAS VEGAS
REGIONAL COLLABORATION The City of North Las Vegas is an active member of the Southern Nevada Homeless Continuum of Care, which aims to enable every member of the community the ability to achieve economic self‐sufficiency, health and well‐being. The SNH CoC oversees Help Hope Home, Southern Nevada’s existing plan to end homelessness. Activities of the SNH CoC Board include strategic planning, execution of the yearly Homeless Census Point-In-Time Count, operation of inclement weather shelters, use of the HMIS, and implementation of the HEARTH Act.
FEDERAL ENTITLEMENT GRANTS The City of North Las Vegas partners with local nonprofit and for-profit organizations by supplying funding, via Community Development Block Grants (CDBG), Emergency Solutions Grants (ESG), the HOME Investment Partnership Program and the Neighborhood Stabilization Program ( NSP), to provide for Southern Nevada’s homeless and housing vulnerable populations. Supported organizations include: Catholic Charities The Salvation Army Shade Tree Nevada Partners HELP of Southern Nevada Financial Guidance Center Lutheran Social Services Women’s Development Center Funded initiatives include emergency day shelters, emergency overnight shelters, rapid re-housing, transitional housing, homeless prevention, homeless outreach, homebuyer assistance and utility payment assistance.

AFFORDABLE HOUSING Each year, the City of North Las Vegas offers funding via public application for Housing and Public Service activities to address homelessness and the need for additional affordable housing in Southern Nevada. Over the past 5 years through CDBG/ESG and HOME grants, NSP and the State Low Income Housing Trust Fund, the City has funded over $7.8 million dollars in projects and services intended to combat homelessness and the lack of affordable housing in Southern Nevada.
AFFORDABLE HOUSING In recent years, the City has focused on funding more affordable housing to increase supply. Approximately $7.3 million dollars has gone toward creating 714 new affordable housing units in North Las Vegas. Donna Louise Apartments, Phase 1 – Family Housing – 48 units – HOME- $1.5 million Madison Palms Senior Apartments – Senior Housing – 126 units – HOME/LIHTF - $1.395 million Rose Garden Senior Apartments – Senior Housing - 120 units – HOME/NSP - $500,000 North 5 th Street Apartments, Phase 1 – Family Housing – 176 units – HOME - $700,000

PROACTIVE STAFF Staff across departments – including roadway maintenance, police, dispatch, code enforcement, animal control, fire and parking enforcement – have been trained to take an active role in looking for those who are homeless, locating camps not readily seen by the general public, and providing medical care, mental health assistance, transportation assistance and other social services to those who are willing to accept them. Organizations the City has partnered with to provide services to homeless individuals include HELP of Southern Nevada, Catholic Charities, the Salvation Army, Shade Tree, Department of Veterans Affairs, Nevada Partners, Las Vegas Urban League, West Care, Hope Christian Health Center, Nevada Homeless Alliance, Sands Expo, The Center, Emergency Aid of Boulder City, Caridad, Rays of Life Counseling, Holy Trinity A.M.E. Church and Help USA Homeless Vets.
COMPASSIONATE POLICING The City of North Las Vegas has a designated Community Engagement Officer in the North Las Vegas Police Department who is dedicated full-time to working with the homeless population, advising on homeless issues and collaborating with homeless providers. In addition, NLVPD officers work regularly with the Las Vegas Metropolitan Police Department’s homeless outreach teams as well as colleagues at the Fusion Center to assist in providing services for the homeless.
INNOVATIVE PROGRAMS The City, in partnership with The Salvation Army, is about to launch an innovative pilot program, Working Together, to give homeless citizens a chance to change their lives by working day jobs with the City to clean streets, medians and parks, remove graffiti and perform other light labor tasks. The program is expected to launch in early 2020.
