1. Call to Order. Public comment may be taken on any agenda item during the discussion of that item.
2. Consideration and action on the minutes of the October 16, 2018 meeting.
3. Consideration and action on a resolution for the FY 2019 Performance Measures and Targets for Safety (PM 1). Background The Moving Ahead for Progress in the 21st Century Act (MAP-21) and Fixing America’s Surface Transportation Act (FAST Act), now stipulate that a performance measurement framework must be used in the development of the TIP and MTP. Once state departments of transportation (DOT) set performance targets for each performance area MPOs must set their own targets or agree with those set by the State DOT. Performance measures at the federal level are focused on the following national goals: • Safety (PM 1) • Infrastructure condition (PM 2) • Congestion reduction • System reliability (PM 3) • Freight movement and economic vitality (PM 3) • Environmental sustainability • Reduced project delivery delays
FY 2019 Performance Measures and Targets for Safety (PM1) (continued) Abilene MPO has taken initial action on the following: (PM1) Safety (02/20/18) (PM2) Infrastructure Condition (TAM) Transit Assets (PM3) System Reliability Current Situation: On August 31, 2018, the State’s new Highway Safety Improvement Plan (HSIP) report updated Safety (PM1) targets for FY 2019. As part of the State’s strategic goal to reduce the positive rate of growth in fatalities and serious injuries 2% by 2022 incremental targets are set each year. The targets in any given year are expressed as a 5-year average of past data and future projections.

The HSIP is updated annually. FY 2019 Performance Measures and Targets for Safety (PM1) (continued) Recommendation from the Technical Advisory Committee (TAC) At their November 27, 2018 meeting the Technical Advisory Committee recommended adoption of Resolution R-2019-01 in support of the States’ targets. Action Requested 1. Consideration of approval of the Resolution R-2019-01 FY 2019 Performance Measures and Targets for Safety (PM 1).
4. Discussion and action on the Project Selection Process. Background The MPO began looking at improvements to the project selection process in March of 2012. This draft was never implemented. In August 2015, a project selection committee was re-established specifically to evaluate and combine the TxDOT and MPO project lists into a 10-Year Plan. At the September 2017 TAC meeting a motion was made to formalize the project selection process through written documentation. On January 30, 2018 the TAC formed a new subcommittee for this purpose. This sub-committee met on August 1, 2018 and October 12, 2018.
Project Selection Process (continued) Current Situation A draft of the proposed new Project Selection Process developed by the TAC subcommittee is now ready. This draft endeavors to: Streamline project evaluation. Provide a formal means for use of performance measures, data and other information. Provide a practical and balanced approach to project decision making. Meet federal and state standards. Provide reasonable flexibility for adaption to local needs and changing conditions.

Project Selection Process (continued) Recommendation from the Technical Advisory Committee (TAC) At their November 27, 2018 meeting the TAC recommended approval of submitting the attached PSP to the Policy Board. They recommended two administrative changes to the document which have been completed. These two changes were adding the date to the document and adding a reference number to tie the attachments together. Action Requested 1. Consideration of approval of the Project Selection Process. 2. Any other action deemed prudent.
5. Discussion and any action on the FYs 2020-2045 Metropolitan Transportation Plan and Travel Demand Model Timeline. Background The Metropolitan Transportation Plan (MTP) identifies transportation improvement projects that the Abilene Metropolitan Planning Organization (MPO) area will need over the next 25-years based on the demand on the current system and input from the community. This document incorporates a multimodal approach. The major elements that make up transportation planning include roadways; public transportation; bicycle and pedestrian mobility; railroads, trucks and freight movement; and aviation. The goal is to have a combination of these elements to provide for the smooth movement of people and goods through the MPO area. The roadway projects are separated into three categories – baseline, enhanced, and illustrative projects. Funding for projects comes from various sources including Federal, State, cities, counties, and even private sources. Current Situation The FYs 2020-2045 Metropolitan Transportation Plan is due January 20, 2020. In order to ensure deadlines are met a timeline is needed. Potential use of consultant assistance is included.
