West MOPoCo is a project co-financed by the European Union under the Union Civil Protection Mechanism – DG-ECHO, developed in cooperation with REMPEC, Cedre, ISPRA, ITOPF, HELCOM, OSPAR, CNL, Transport Malta, SEDD, Ministerio de FOMENTO and ANPE and coordinated by SGMer

Project Objectives To support Algeria, France, Italy, Malta, Monaco*, Morocco, Spain and Tunisia in strengthening their collaboration and cooperation in the field of preparedness for and response to oil and chemical marine pollution by : Enhancing emergency decision-making capabilities Assessing national contingency plans Strengthening cooperation between sub-regional plans and arrangements and national emergency procedures

Reminder of the approved specifications of the Marine HNS response manual REMPEC, HELCOM and Bonn Agreement • User-friendly and self-standing manual: use of illustrative pictures, drawings and schema • Interactive document with intralinks and weblinks • Side tabs for quick access to relevant information • Same format as Transport Canada Manual • 1 example of response per category of product behaviour • Homogeneous specification of each response sheet: number of words, schema/picture, to do/not to do

Points for consideration • to make comments on: – the content of the section 2 part 1 of the Manual: level of information… • to suggest: – chemical substances or passed incidents to deal with, etc. – relevant illustrations (schemas, pictures, etc.) to introduce in the manual, – content to implement the third part of the Manual related to regional specificities • to comment: – the user-friendly – the first layout the first layout
