Who Are California’s Children? • CA has 6.4 million children under age 13 • Over two-thirds live in families where TONY THURMOND State Superintendent of Public Instruction parents have a need for child care • Vast majority of children under 13 in CA are of color: – 52 percent Latino – 11 percent Asian – 5 percent African American – 25 percent non-Hispanic White 3
How Many of CA’s Children are Eligible for Subsidized Early Learning and Care? • About 2.6 million children under 13 in California TONY THURMOND are eligible for subsidized Early Learning and State Superintendent of Public Instruction Care (ELC) programs (40 percent of all children under 13). • Of these children, an even higher percentage are of color than the rest of the population: – 66 percent Hispanic – 8 percent Asian – 7 percent African American – 16 percent non-Hispanic White 4 Photo Credit: Martinez Early Childhood Center, Inc.
2020 –21 Governor’s Budget • The Governor proposes $4.1 billion for TONY THURMOND the CDE’s ELC programs in 2020– 21 State Superintendent of Public Instruction • This amount signifies an increase in growth over the 2019 – 20 Budget Act in terms of ongoing investments. • Proposes the creation of a New Department of Early Childhood Development 5
2020 –21 Governor’s Budget (2) Progress Toward Universal Preschool: TONY THURMOND State Superintendent • $96 million in non Proposition 98 General Fund to of Public Instruction annualize costs associated with 10,000 slots initiated in the 2019 – 20 Budget • $32 million non-Proposition 98 General Fund to support an additional 10,000 State Preschool slots at non-local education agencies (LEAs) beginning April 1, 2021. (Ongoing cost $127 million.) 6
2020 –21 Governor’s Budget (3) Increased Access to Other ELC Programs: TONY THURMOND State Superintendent of Public Instruction • $54 million non-Proposition 98 General Fund for adjustments to CalWORKs caseload and average cost of care. • $10 million Cannabis Fund for 621 additional General Child Care slots. 7
2020 –21 Governor’s Budget (4) Supports for LEA Preschool Facilities: • $75M Proposition 98 General Fund for additional grants TONY THURMOND State Superintendent to LEAs through the Inclusive Early Education Expansion of Public Instruction Program. • Budget proposes dedicating a portion of roughly $300 million non-Prop 98 General Fund to support the construction of preschool facilities on school campuses. • If the school bond is approved by the voters in March, the Administration will propose statute authorizing State Allocation Board to provide incentives for LEAs to use bond funds to construct or modernize preschool facilities.
2020 –21 Governor’s Budget (5) Department of Early Childhood Development • $8.5 million General Fund to support the creation of the Department of Early Childhood Development, which would begin July 1, 2021. TONY THURMOND State Superintendent of Public Instruction • Funds to establish a team that will coordinate the essential functions for the new department and work towards a seamless transition. • The department would administer all ELC programs as follows: – From CDE: all ELC programs except for State Preschool – From CDSS: CalWORKs Stage 1 and the Emergency Child Care Bridge Program for Foster Children – From CHHSA: Early Childhood Policy Council, Master Plan for ELC, and the Preschool Development Grant
ELC Workforce Development Pathways Grant • $195 million in one-time funding over five years • Program purpose: Expand the number of qualified child care and early learning professionals and increase the educational TONY THURMOND credentials of existing child care and early learning professionals State Superintendent of Public Instruction • Eligibility: Local and/or regional QCC quality improvement partnerships representing all. Partnerships may form a consortium with one or more regional partners • Allowable Funding Uses: – Costs associated with the educational expenses of current and future ELC professionals that move them along the ELC career lattice and support their attainment of increased education – Professional development in early childhood instruction and child development, including developing competencies in 10 serving children with special needs and dual language learners.
ELC Infrastructure Grant Programs • $263 million in one-time funding over five years • Program Purpose: Provide resources to build new facilities or retrofit, renovate, or expand existing facilities to ELC providers that TONY THURMOND are not local educational agencies and operate as a licensed center State Superintendent of Public Instruction • Eligibility: First year: licensed centers who are not LEAs. Second through fifth year: licensed centers and family child care homes that are not LEAs • Two Different Grant Programs: – Expansion Grant Program, which will support infrastructure costs associated with expanding access to more subsidized children – Health and Safety Grant Program (5 percent of total funds), which will support health and safety or other licensure infrastructure needs for settings already serving subsidized children. 11

Preschool Development Grant – Renewal • In December 2019, California was awarded a competitive Preschool Development Grant TONY THURMOND State Superintendent Renewal (PDG-R) by the U.S. Department of of Public Instruction Health and Human Services – One of 26 states selected – $13.4 million awarded for each of three years, or $40.2 million total
QCC Unified RFA • CDE and First 5 California have worked hard to create a unified, cohesive Quality Counts California request TONY THURMOND State Superintendent of Public Instruction for applications (RFA) designed to strengthen partnerships, focus, and impact. • The Unified RFA brings together multiple funding streams, as follows: – CDE QCC Block Grant – CSPP Block Grant – New QCC funding through PDG-R – First 5 IMPACT 2020 funds
