Utilize student transportation resources effectively. - Utilize natural and man-made elements as boundaries, i.e. railways, highways, streams. - Utilize projected student enrollment and capacity to ensure maximum facility usage. - Consider fiscal impact and minimize future capital and operational budget costs. - Maintain diverse populations. - Consider anticipated construction and residential growth within the community. -
