Today’s session is required to provide support to entities to enable application and learner recruitment onto Services SETA funded projects This session is required to: • Improve quality of applications to Services SETA for Discretionary Grant funding • Provide support to entities with recruitment information 4

Services SETA is one of 21 Sector Education Training Authorities • Report to Minister of Higher Education and Training as part of Department of Higher Education Training (DHET) • 7 year licence (current NSDS III 2011/2 to 2017/18) • SETAs established in 2000 in terms of Skills Development Act (Act 97 of 1998) Social Financial Services Manufacturing Resources • Bank SETA • Services SETA • MerSETA • MQA • HW SETA • FASSET • W&R SETA • FPM SETA • CETA • LG SETA • SASETA • INSETA • CATH SETA • CHIETA • AGRI SETA • PSETA • MICT SETA • TETA • FoodBev SETA • EW SETA • ETDP SETA The Minister of Higher Education and Training, Blade Nzimande, has relicensed the 21 Sector Education and Training Authorities, including Services SETA. The relicensing is valid until 31 March 2018. The Services SETA is responsible for Skills Development in the services sector. 5

The main purpose of the Services SETA is to close the skills gap in the services sector • The Services SETA facilitates skills development within the Service Sector through – Developing qualifications – Accrediting training providers – Certification of learners • Skills development is supported by disbursement of Services SETA funding within the Services Sector • The Services SETA promotes development of qualified learners 6

Services SETA’s role in Discretionary Funded programmes • Provide funding for the learning programme – Allocate Discretionary funds (49.5% of levies received) towards learning programmes – Funds allocated per learner to obtain a specific qualification / workplace experience • Register learners on National Learner Record Database – One learner per qualification – Conduct monitoring and evaluation of the learning programme – Assess progress and suitability of workplace/training sites • Verify/moderate summative assessments (quality assurance) • Issue certificates and statement of results to competent learners – Learners must complete duration of program and give of their best to obtain qualification 15

The Discretionary Grants Policy guides application evaluation and can be accessed online under the key information documents provided on the portal • Criteria for the allocation of the Discretionary Grants funds – Transformational imperatives addressed – Provincial and sectoral representation – Focus on scarce and critical skills in the services sector • Discretionary Grants funding framework – Performance based funding model – Dedicated bank account /dedicated cost centre in case of SOE • 3 Stage allocation process – Due diligence – Intention to contract letter – Fulfilment of suspensive clause of letter 17

  18. 2016/17 Discretionary Grants advert and allocation process • The application window is open between 17 August 2016 at 08:00 am and 18 September 2016 at 12:00am (Midnight) • The application will be open, in the main, to: – Services SETA levy paying and sector companies, NPOs, public institutions including TVET colleges and other organisations within the services sector • Appointment of SDPs will be done jointly with Services SETA • There will be no negotiation with unsuccessful entities Allocations are made at the sole discretion of the Services SETA 18

LP01: Learnerships unemployed (18.2) Definition This is a structured learning programme which includes theoretical and practical workplace experiential learning over a period of at least 12 months and which leads to an occupationally related qualification registered on the NQF. Learners are allocated a monthly stipend for the duration of the programme. Duration: 12 months Unit cost: R36 000 Stipend: R1 500 22

  23. LP02: Learnerships employed (18.1) Definition This is a structured learning programme which includes theoretical and practical workplace experiential learning over a period of at least 12 months and leads to an occupationally related qualification registered on the NQF and up to NQF Level 5. Learners in this form of learnership programme already earn salaries and are therefore not entitled to a stipend. Duration: 12 months Unit cost: R18 000 Stipend: N/A 23
