  1. XXIII NORCECA VOLLEYBALL CONFEDERATION CONGRESS 2015 PROCEDURES FOR THE CANDIDATURE PRESENTATION 1. Each National Federation or Regional Member Affiliated to NORCECA Volleyball Confederation i n g o o d s t a n d i n g with its f i n a n c i a l responsibilities is entitled to nominate and present before the Congress the Candidatures for NORCECA President, Board of Administration, Commission Members and Internal Auditors. 2. For the presentation before the Congress of the candidate nominated for NORCECA’s Presidency, each Affiliated National Federation or Regional Member is entitled to nominate the candidate of its preference, presenting for such candidature a member of one of NORCECA’s Affiliated National Federation. The candidate nominated for NORCECA’s Presidency must be, preferably, an active elected member of the Executive Committee/Board of Administration of his/her National Federation. (NORCECA employees will be accepted as candidate to the NORCECA Presidency. Refer to the FIVB/NORCECA Constitution) Additionally, the candidate nominated for NORCECA Presidency should have presided or a member of the Organizing Committee for the Organization in his/her country of a major regional, zonal, inter-zonal, continental, intercontinental, international or world competition, (FIVB and/or NORCECA Volleyball and Beach Volleyball Tournaments and Championships) and also be an active elected member of the NORCECA Executive Committee/Board of Administration during the past four (4) years. For the presentation before the Congress of the candidate nominated to NORCECA Board of Administration, each National Federation is entitled to present the candidature of its preference, preferably, within the members of the Executive Committee/Board of Administration of their National Federation. The candidate nominated for NORCECA Board of Administration must be, preferably, an active elected member of the Executive Committee/Board of Administration of his/her National Federation, endorsed with sufficient decision making power or also be an active elected member of the NORCECA Executive Committee/Board of Administration during the past four (4) years. Also, the candidate nominated for NORCECA Board of Administration must have been or actually be an active member in one of NORCECA’s Commissions, representing his/her National Federation o r Z o n e . Additionally, the candidate nominated for NORCECA Board of Administration should have presided or a member of the Organizing Committee for the organization in his/her country of a major Zonal, Inter-zonal, regional, continental, intercontinental, or international competition. (FIVB and/or NORCECA Volleyball o r Beach Volleyball Tournaments and Championships)

For the presentation before the Congress of the candidate nominated to one of NORCECA working Commission, each National Federation or Regional Member is entitled to present the candidature of its preference within the members of its National Federation. The members nominated by their National Federation or Regional Member to one of NORCECA Working Commission, must fulfill the profile and/or technical requirements specified for each Commission. The requirements established for the nomination of the candidature as member to one of NORCECA Working Commission are the following: 1. Sport Organizing The candidate nominated must be an elected active member of the Executive Committee and/or Board of Administration or Board of Directors of his/her National Federation or Director of the Sport Event/Competition Department endorsed with sufficient decision-making power. 2. Beach Volleyball Must be an active member of its National Federation, preferably developing his/her activities in Beach Volleyball National Competitions and endorsed with sufficient decision-making power. 3. Medical Commission Must be an active member of its National Federation, as well as a professional and active doctor in medicine (MD) preferably, with a degree in Sport Medicine and must be registered as a doctor by h i s / h e r N a t i o n a l F e d e r a t i o n i n the Federation Internationale de Volleyball, FIVB. 4. Technical and Coaches Must be an active member of its National Federation, with a minimum license of an International FIVB Coach Level III or equivalent. The members must belong to one of the Development or Technical Commissions of his/her National Federation and must have coached a National Team in a Junior or Senior Competition at minimum continental level. 5. Refereeing Commission Must be an active member of its National Federation, having been an International FIVB Referee (retired). The candidate must preside and/or be a member of the Refereeing Commission of his/her National Federation. 6. Press and Media Must be an active member of its National Federation, belonging and/or working preferably with one of the main newspaper or national media communication agency in his/her country, as well as, social media, television or radio, being registered as Press Officer of his/her National Federation before NORCECA Volleyball Confederation and/or FIVB.

Technical VIS/Statistic Commission Must be an active member of its National Federation, with a minimum degree of an International FIVB/NORCECA VIS or Data Volley Course or a degree in Data Programming System or Engineer in Computing System or equivalent Data Base Administrator. The members must belong to one of the Technical Commissions of his/her National Federation and must have worked as VIS Delegate or VIS Sub-Commission member in a Junior or Senior Competition at minimum continental level. 8. Legal Commission Must be an active member of its National Federation, as well as a professional in law and active Lawyer or Expert /Advisor in Law preferably; with a degree in Law or active working in a recognized law firm in his/her country. 9. Finance Commission Must be an active member of its National Federation, as well as a professional in finance (CPA or equivalent) or with a Business Administration degree, MBA, or an active auditor or accountant, preferably with a degree in accounting and must be registered as such in his/her country or preferably working for an accounting firm. 10. Development Commission Must be an active member of its National Federation, with a minimum grade of an International I O C o r FIVB Development Course or equivalent at an International Level, such as the United Nation. Preferably, the members must belong to one of the Development Commissions of his/her National Federation and must have a school/university teaching degree and experience for the development of sport. 11. Marketing Commission Must be an active member of its National Federation, as well as a professional in marketing or with a marketing degree or preferably working in a marketing firm or as marketing consultant and must be registered as such in his/her country.
