What is the project description? The NVCA requested funding to develop a 60 space parking lot as part of the Community Park located at 33895 Cape Kiwanda Drive in Pacific City. The requested funding was to cover: • A topographic survey of the property • Drawings for Permitting and Construction • Clearing and grubbing • Excavation • Installation of aggregate rock base in the parking area and traffic circle within the park property • Installation of a trench for power lines • Installation of power and initial lighting • Purchase and installation of radio-controlled powered opener for the park main gate • Temporary fencing to limit access to the park area during construction of the parking lot • Signs and striping for the lot 2. What was the project budget? The requested amount was $124,000 • What was the TLT award amount? $97,812 • Any additional/matching funds received (i.e., other grants or partnerships)? - TPUD Grant for $10,395 - NVCA has provided $16,000 in additional funds, including a $5,000 contribution from the Cape Kiwanda Longboard Classic 3. What activities were completed? • TIMELINE 11/23/16 Amended Contract signed between TLW, Earthworks Excavation 12/01/16 Begin of work with surveys 4/30/17 Grading and clearing of entire park completed 5/30/17 Aggregate parking and circle completed 6/30/17 Parking lot opened by NVCA 9/16/17 Seasonal close of the parking lot until 2018 • What was the final outcome? The parking lot with 55 striped spaces (11’ wide and 18’ deep) was opened and used on weekends, and at times weekdays, starting at the end of June through mid- September.   2. Peak parking on July 4th and Labor Day weekends filled the lot and with high turnover accommodated between 75 – 90 cars each weekend day. Surveys of users indicated all were day trippers. 4. How has the project had a positive economic impact on the local community and Tillamook County? • Any local contractors/businesses used on the project? Primary contractor was Earthworks, Cloverdale. Secondary contractor was Green Light Electric, Neotsu. Signs were purchased from All Star Signs in Tillamook. • Any jobs created, increased, or sustained as a result of the project? Beyond the contractors, the nature of this park had no way to measure job creation or increases. NVCA is all volunteer. Observationally, local businesses were busier but this was likely due to media advertising for visiting Tillamook County. • Any increase in your revenues or services provided as a result of the project? The voluntary parking donation on weekends resulted in $3,000 in revenue for the 10 weekend period the NVCA operated the parking lot. • Any benefits to other businesses as a result of the project? Beyond local contractors, foot traffic from/to the parking lot possibly increased business to nearby food outlets between the lot and the Cape. 5. How has the project enhanced tourism overall in Tillamook County? • How does it improve the visitor experience? Reduced traffic congestion and visitor frustration on Cape Kiwanda Drive and the Cape parking lot. Provides a quieter environment for family and group assembly. Reduces issuance of parking citations related to neighborhood streets. • How does it attract new visitors? Anecdotal reports from parking lot users indicated they'd tell their visitor friends of this nearby alternative to the Cape lot. • How does it encourage visitors to stay longer or return? By reducing the parking hassle for daytime visitors, it paints Pacific City as a friendly place for families to enjoy their visit to the beach. Provides a more positive experience for accessing the Cape area, extending their daytime stay. • How does it increase non-peak / shoulder season spending by visitors? N/A 6. Any noteworthy lessons learned? The arrangement for design, specs, bids, contracts, change orders, and project mgmt needed better definition. Sit-down meeting(s) rather than emails would have improved this process among TLW (admin contracts and financials), HHPR (planners, designers, specs), Earthworks (primary contractor), and NVCA (project mgmt).   3. After experimenting with different parking lot scenarios a self-check in method had the least operational burden, and a voluntary donation of $3 was well received by users.
