Working with First Nations on the West Coast • First Nations are integral partners on DFO’s Oceans files – Collaborative Governance for SGaan Kinghlas – Bowie Seamount MPA Memorandum of Understanding (2007) – Collaborative Governance for Pacific North Coast Integrated Management Area (PNCIMA) – Engagement on proposed Oceans Act MPAs (Areas of Interest) • DFO also works collaboratively with First Nations in supporting: – Gwaii Haanas National Marine Conservation Area (NMCA): Archipelago Management Board (Parks Canada) – Scott Islands Proposed Marine National Wildlife Area ( ECCC) – Proposed Southern Strait of Georgia NMCA (Parks Canada) – West Coast Aquatic Management Board (2001-) – Other Marine Conservation Measures 5

Oceans Act Marine Protected Areas • Endeavour Hydrothermal Vents MPA – designated 2003 – 1998 ; Area of Interest announced. – Consulted with Nuu-Chah-Nulth First Nation Chiefs. – First Oceans Act MPA in Canad a. • SGaan Kinghlas-Bowie Seamount MPA – designated 2008 – 1997 : designated as the SGaan Kinghlas Haida Protected Area by the Council of the Haida Nation (CHN). – 2007: CHN & DFO sign a Memorandum of Understanding – MOU commits to cooperative planning & management of the area and establishment of a Management Board.

Oceans Act Marine Protected Areas • Hecate Strait/Queen Charlotte Sound Glass Sponge Reefs Marine Protected Area – designated 2017 – 2010 - Area of Interest announced & Advisory Committee established. – Extensive consultation with Indigenous Groups and Stakeholders. – Dec 2017 added to Canada’s tentative list of UNESCO World Heritage Sites- nominated by Central Coast First Nations. • Offshore Pacific Area of Interest – May 2017: Area of Interest announced~140,000km 2 – Consultation/engagement with 17 Vancouver Island First Nations & Council of Haida Nation – Oct 2017: Fishery Closure put in place – Targeting 2020 for MPA designation

Pacific North Coast Integrated Management Area Plan • Strategic document for the planning and ecosystem-based management of marine resources in the area. • Plan collaboratively developed with BC and 11 First Nations pursuant to a Collaborative Governance MOU (2008) • Current implementation priorities: – Collaborative Governance for Plan Implementation – MPA Network Planning in the Northern Shelf Bioregion

Emerging Interest in Co-Management SGaan Kinghlas-Bowie Seamount MPA Management Board • Relationship continues to evolve-finalising the management plan for the MPA, reviewing activity requests Hecate Strait/QCS Sponge Reef MPA • Engaging Central & North Coast First Nations on a collaborative governance and management arrangement. • Collaborating with Central Coast First Nations and CPAWS to support First Nation’s nomination as a World Heritage Site. Offshore Pacific Area of Interest • Strong interest from some First Nations in collaboratively managing the Area upon designation. Northern Shelf Bioregion: • Governance arrangements for collaborative implementation of PNCIMA plan and other marine planning initiatives in the NSB
