Grounding ¡the ¡WPS ¡agenda ¡in ¡the ¡Asia ¡Pacific ¡ For ¡meaningful ¡implementaDon ¡in ¡the ¡region, ¡special ¡effort ¡ is ¡needed ¡to ¡make ¡the ¡WPS ¡agenda ¡responsive ¡to ¡the ¡ specific ¡nature ¡of ¡conflicts ¡in ¡the ¡Asia ¡Pacific ¡and ¡the ¡ parDcular ¡circumstances ¡of ¡women ¡in ¡the ¡conflict-­‑affected ¡ areas. ¡ ¡ While ¡there ¡are ¡several ¡conflicts ¡between ¡states ¡in ¡the ¡ region, ¡most ¡are ¡within ¡naDonal ¡boundaries ¡where ¡ structural ¡inequaliDes ¡oIen ¡correspond ¡with ¡tensions ¡along ¡ ethnic, ¡racial ¡or ¡religious ¡lines. ¡ ¡ ¡

Implica?on: ¡centrality ¡of ¡ local ¡women ¡in ¡WPS ¡agenda ¡ When ¡conflicts ¡are ¡sub-­‑naDonal, ¡the ¡ central ¡role ¡of ¡ local ¡women ¡ in ¡ conflict-­‑affected ¡areas ¡and ¡in ¡ peacebuilding ¡processes ¡are ¡criDcal ¡ for ¡the ¡WPS ¡agenda. ¡They ¡must ¡be ¡ its ¡first ¡point ¡of ¡focus. ¡ ¡ Peace ¡could ¡only ¡be ¡lasDng ¡if ¡it ¡ stands ¡on ¡a ¡solid ¡foundaDon ¡of ¡ informal ¡and ¡community-­‑based ¡ processes ¡which ¡is ¡where ¡most ¡ women ¡peacebuilders ¡are ¡acDvely ¡ engaged. ¡ ¡ ¡

Overcoming ¡mul?ple ¡and ¡ intersec?ng ¡discrimina?on ¡ In ¡carrying ¡out ¡their ¡diverse ¡roles ¡as ¡combatants, ¡ vicDms, ¡defenders ¡of ¡human ¡rights, ¡peacemakers, ¡ humanitarian ¡workers, ¡local ¡women ¡in ¡conflict-­‑ affected ¡areas ¡must ¡navigate ¡the ¡complex ¡web ¡of ¡ discriminaDon ¡from ¡outside ¡and ¡within ¡their ¡own ¡ communiDes ¡in ¡a ¡highly ¡poliDcized ¡and ¡violent ¡ environment. ¡Direct ¡representaDon ¡of ¡local ¡ women ¡is ¡crucial ¡in ¡key ¡decision-­‑making ¡ processes ¡but ¡involves ¡overcoming ¡mulDple ¡ layers ¡of ¡discriminaDon. ¡ ¡ Local ¡women’s ¡economic ¡empowerment ¡and ¡ enjoyment ¡of ¡social ¡and ¡cultural ¡rights ¡are ¡as ¡ important ¡as ¡their ¡poliDcal ¡parDcipaDon ¡in ¡the ¡ peace ¡and ¡security ¡agenda. ¡ ¡ ¡

Addressing ¡the ¡conflict ¡ economy ¡& ¡macro ¡economics ¡ Conflict ¡creates ¡new ¡economic ¡demands ¡on ¡ women, ¡opening ¡new ¡markets ¡and ¡creaDng ¡ new ¡opportuniDes, ¡threats ¡and ¡ dependencies ¡with ¡implicaDons ¡for ¡ women’s ¡protecDon ¡and ¡parDcipaDon. ¡ ¡ Many ¡conflicts ¡in ¡the ¡AP ¡region ¡involve ¡ compeDDon ¡over ¡land ¡and ¡other ¡natural ¡ resources, ¡and ¡several ¡implicate ¡large ¡ transnaDonal ¡corporaDons ¡in ¡HR ¡violaDons. ¡ ¡ The ¡WPS ¡agenda ¡in ¡AP ¡must ¡address ¡the ¡ economic ¡dimensions ¡of ¡conflict ¡and ¡post-­‑ conflict ¡reconstrucDon, ¡including ¡ internaDonal ¡trade ¡& ¡investment. ¡ ¡
