  3. Fact: National issues now affect the daily practice of all surveyors in both the public and private sectors NSPS 100% Membership 4

  4. National issues affect all facets of surveying practice:  A Strong Governmental Affairs Program representing the Surveying Profession on issues such as LIGHTSQUARED;  Academic accreditation (ABET);  Real estate settlement (RESPA); NSPS 100% Membership 5

  5. National issues affect all facets of surveying practice, (con’t):  Qualification Based Selection (QBS)  Geodesy, Datums, GPS (NGS/NGA);  FEMA (LOMA & LOMAR); NSPS 100% Membership 6

  6. The Future Along with these issues, new issues will continue to surface with increasing frequency. The surveying profession should be prepared to address them or risk being marginalized. NSPS 100% Membership 7

  7. Proposal Background  The American Congress on Surveying and Mapping (ACSM) has been merged into the National Society of Professional Surveyors (NSPS);  NSPS has emerged as THE National Organization representing the surveying profession in the United States. NSPS 100% Membership 8

Proposal Background  Only Approximately 8 - 12% of state surveying association members are members of NSPS;  For NSPS to continue to be influential on national legislative issues this percentage needs to grow significantly.  For NSPS to continue to be influential when working with allied professions this percentage needs to grow significantly.   9. Proposed Solution At the May 5, 2012 NSPS Annual meeting in Charlotte, North Carolina a motion was presented and approved by both the NSPS Board of Governors and Board of Directors for the creation of a 100% Affiliation Program. NSPS 100% Membership 10

The program:  A new membership program of “Full Affiliation”;  A formal agreement with NSPS.  The Affiliate submits its roster to the NSPS Secretary to determine the commitment between NSPS, the Affiliate and it’s members on the roster.  The Affiliate would pay $40 per member for those on their roster who meet the NSPS voting membership guidelines. The Program:  All qualified members, on the roster, become full members of NSPS with all the rights and privileges of membership.  The Affiliate is granted a voting seat on the Board of Directors of NSPS (with the Affiliate paying all normal expenses related to those privileges). In Summary… The 100% Membership Program will:  Unify the survey associations throughout the United States;  Strengthen the surveying profession’s national voice;  Create a pathway for associations’ advisory role (BOG) to become voting role (BOD).  Allow all surveyors who benefit from NSPS’s work to be counted as members at a modest cost;  Provide a potential home and structure for other allied associations such as AAGS and GLIS.
