Linda Keithley Award An annual award to recognize an outstanding woman in public management in North Central Texas who best exemplifies the standards represented by Linda Keithley during her 17 years of service with the Council of Governments. Linda left her mark on the region, and on those with whom she came in contact. She was a devoted and faithful public servant. In all of her undertakings, among other qualities, she displayed dignity, charm, poise, integrity, loyalty, commitment, and dedication. 16

William “Bill” Pitstick Regionalism Award An annual award to recognize an outstanding individual in North Central Texas who has demonstrated commitment to the concept of “regionalism” advocated by Bill Pitstick during 26 years as Executive Director of the Council of Governments. This award honors someone who supports strong local government as the basis for democracy, while recognizing that urban challenges and concerns often cross jurisdictional boundaries, and who, therefore, promotes coordination and cooperation among citizens and local elected officials for the betterment of the region as a whole. 18

Clayton Chandler 2020 William Pitstick Regionalism Award Winner Nominated by Mansfield City Council, City of Mansfield “When Clayton Chandler arrived in Mansfield 36 years ago to serve as its City Manager, the small community of about 11,000 had yet to be discovered as one of the next suburban destinations for homeowners and businesses. Now, Mansfield is one of the fastest growing communities in the state with a population of more than 75,000 and has been recognized nationally as one of the best places to live.” “He has dedicated himself not only to the Mansfield community but to the North Texas Region. He has demonstrated his commitment to regionalism through his leadership in organizations that address issues facing communities in North Texas and the state. Regional Cooperation Award An annual award recognizing the cooperative regional efforts of local governments This award honors local governments that: • promote coordination and cooperation to solve regional problems; • do not allow jurisdictional boundaries to be barriers to solutions; and • demonstrate that joint projects can provide better use of resources as well as quality service. 20
