The Regulatory Revisions Anti-entrapment devices 23(1) A public swimming pool, other than a water spray park, must be equipped with anti-entrapment devices that meet the requirements set out in the Pool Standards to prevent the entrapment of patrons on suction outlets. (2) For the purpose of assessing the effectiveness of an anti-entrapment device referred to in subsection (1), the regional health authority may require the owner or the owner’s agent, if any, to provide an engineer’s report. 5

Anti-Entrapment Devices: New Requirements • Addition of Anti-entrapment plan: Every owner shall assess entrapment risks, develop and implement an appropriate plan to meet the requirements of this section. • Cover Requirements: Every drain (suction outlet) including a gravity drain must have a cover that is: a. Compliant with new American National Standard for Suction Fittings for Use in Swimming Pool, Wading Pools, Spas and Hot Tubs ANSI/APSP 16 2011(stamped compliant), or b. Custom fabricated and certified by an engineer in accordance with ANSI/APSP 16 2011. 8
Anti-entrapment (cont.) • Every suction fitting shall have a maximum water velocity through the opening of the cover that is not greater than 0.5 meters/second (1.5 feet/ second). Introduction of calculation to determine velocity: Velocity (feet per second) = Q (flow in feet per second)/area (square feet) • Allow 3 years to comply with these requirements. 9
Single Submerged Suction Fitting: New Requirements • In addition to cover requirements, every pool with single submerged fitting or interconnected fittings which are less than 900 mm apart, (including gravity fed, not unblockable sump and cover) must have one of the following: – Installation of dual drains, at least 900 mm apart – Installation of a safety vacuum release systems (SVRS) ASTM F2387 or ASME/ANSI A112.19.17s. (new standard) – Installation of suction-limiting vent system – Installation of automatic shut-off system, or – Permanent disablement of the fitting by reversing the flow through the fitting or complete sealing the existing outlet. • Reference to large aspect drain covers has been removed. 10
Other Submerged Fittings • Every submerged suction fitting (equalizer line or vacuum outlet) shall have a cover to reduce the risk of entrapment. Requirement to inspect prior to opening and routinely throughout the day. If any cover is visually broken or missing, pump shall be shut down and pool closed. 11
