New safeguarding Arrangements
Statutory ry Context • Alan Wood review led to review of LSCBs • Working Together 2018 introduces new safeguarding arrangements • Set out under Children and Social Work Act 2017 • Equal responsibility CCG, Police & Local Authority • We published our new arrangements on 29 th June • We must fully implement them by 29 th September
Our Vis ision Our Partnership’s vision is to work together to ensure safeguarding arrangements within our place are proactive, robust, effective and clear, and informed by the voice of children and staff. Together we will also offer help and support at the earliest point and to enable children, young people and families to have positive outcomes, where they reach their full potential . Our Principles Children and young people being safe and well is the focus of everything that we do We ensure that everyone has a voice, is listened to and respected We all take ownership and responsibility for safeguarding and we challenge and support each other We all share information and knowledge, learning from each other and so improve our work continuously We spot issues early and face them together
Th This is is is about everyone – and th this is is is th the journey so far … • Today is the starting point and we are consulting on the new proposed approach We have; • Created a Local Plan with a new Partnership structure, a memorandum of understanding and terms of reference • Begun to establish the new groups • Revised the policies and procedures • Created a new website • Started work on a delivery plan that includes our LSCB legacy

What does it it lo look lik like?
Statutory ry Partner Responsibilities Each of the three statutory partners will take overall responsibility for specific areas of work, and lead on these on behalf of the Partnership
Humberside Police to lead on: • Analysis and Intelligence • Data & Performance • Finance & Resources This work will include bringing together all current performance data and examining how it helps to achieve our outcomes. It will also look at sources of funding, including external funding bids.
North East Li Lincolnshire Council to le lead on: • Workforce Development & Learning • Voice & Influence • Child Death Reviews This work will help to create a coherent plan to utilise learning from experience across all partner workforces
North Eas ast Lin incolnshire Cli linical l Commissioning Group to le lead on: • Quality Assurance & Scrutiny • Partnerships • Governance This work will establish a clear and robust line of sight on practice. A variety of methods will be used to provide informed challenge.
So What Next xt? • Open the dialogue with all stakeholders • Develop and refine our planning together • Learn from each other and from other areas. • Develop the assurance function • Develop the way in which we receive and learn from the voices of our children, their families and those who work with them • Build a strong and supportive Hub • Develop further our performance & quality management as partners • Review our priorities – domestic abuse, mental health including parental mental health, exploitation, substance misuse. • Under constant review
