These issues are NOT unique to Honeoye Lake The shared concerns of the HVA: What can we do as a community? What can we do as residents in the watershed? What can we do for our Lake??
The Nature of Our Lake - What Have We Learned in 2014 and 2015? Zebra mussel density declined ~27% between 2002 and 2014 Eurasian water milfoil has declined from 34.9% in 1994 to 7.1% in 2014 Weed line has moved from ~17 feet in 2004 to ~12 feet in 2014 “State of the art” electronic aquatic plant mapping is being used to focus weed harvesting operation on areas in the lake where aquatic plants most impact recreational usage
The Nature of Our Lake - What Have We Learned in 2014 and 2015? Water quality in 2014 was the best it’s been in the last 5 years Water clarity this year has been measured between 14 – 18 feet throughout May – significantly above previous year readings Water temperature on 6/2/15 was 65.8º F . Water temperature on 6/9/14 was 71.1º F Blue-green algae blooms are most intense when the surface water temperature is between 77.0-80.6º F

Who Manages/ Has Oversight of the Honeoye Lake Watershed? Dept. of Environmental FEDERAL – Army Corps of Conservation (DEC): Engineers – Issues Regulatory oversight. More NEW YORK permits related to reg. authority than any other construction agency STATE
Ontario County Soil and Water District (OCSWD) – Public Service Agency dedicated to the conservation of natural resources in Ontario County Honeoye Lake Aquatic Vegetation Management ONTARIO COUNTY Program (HLAVMP) – manages week harvesting program Ontario County Sheriff – Marine Patrol
Town Boards (Bristol, South Bristol, Canadice, Naples, Richmond, Springwater) Oversight of zoning and planning boards, code enforcement, maintenance of highways, ditches, erosion control LOCAL GOVERNMENT Honeoye Lake Watershed Task Force (HLWTF) Guidance to the town boards related to watershed- wide issues. Responsible for implementing the Honeoye Lake Watershed Management plan to improve water quality
Honeoye Valley Association (HVA)- involved in various activities related to the watershed; participates in the initiatives of the HLWTF NYSFOLA (NYS Federation of Lake Associations) – a CITIZEN GROUPS consortium of NY lake associations sharing information and solutions CSLAP: The Citizens Statewide Lake Assessment Program – volunteer lake monitoring and education program managed by the DEC and NYSFOLA
Nature Conservancy – not-for-profit, preserves the forests, lakes streams and wetlands of the Western Finger Lakes. Purchased 2200 acres of Muller land later transferred to NYSDEC Finger Lakes Community College – operates Muller Field OTHER Station, conduct surveys and monitors watershed under the direction of Dr. Bruce Gilman. Finger Lakes Institute (Hobart and William Smith College) dedicated to the promotion of environmental research and education.

What does the HVA do? The HVA works on a number of projects to improve the quality of life for residents and lake users of Honeoye Lake. These include: • Acts as a citizens advocate on lake issues with governmental agencies • Performs water quality sampling of the lake contributing to state-wide data collection • Conducts surveys of aquatic vegetative growth to detect any new invasive plants in the lake • Installed and maintains a lake-level monitoring system • Coordinates an annual roadside cleanup which has resulted in the removal of tons of garbage • Maintains a website and sends out information and alerts via email
What we don’t do Create or start any projects that touch the lake that is the role of the Honeoye Lake Watershed Task Force We provide data but do not own any projects

New Town of Richmond Laws for the Protection of the Honeoye Lake Watershed – David Baker, HVA
Local Law # 3 - 2015 Stormwater Management, Soil Erosion and Sedimentation Control
Purpose Minimize increases in soil erosion caused by stormwater runoff from land development activities which would degrade Honeoye Lake water quality; Preserve the quality of the natural environment from such adverse effects from pollution to Honeoye lake and watercourses, from silt or other materials from stormwater-related events.
Requirements Submission and approval of a Stormwater Pollution Prevention Plan prior to land development activities with in the Honeoye Lake Watershed
What is Land Development Activity? any man-made change of the land surface including removing vegetative cover, excavating, filling and grading ; but not including agricultural land uses such as planting, growing, cultivating and harvesting of crops; growing and tending of gardens; harvesting of trees; and landscaping modifications.
Honeoye Lake Watershed All land, south of US Route 20A, within the Town of Richmond, abutting Honeoye Lake or any tributary, gulley, stream, and watercourses which carry run-off and sedimentation into Honeoye Lake
What does the law apply to? Single-family homes, houses, or dwellings Land development activity between 5,000 square feet and five acres within the boundaries of the Honeoye Lake Watershed Land development activities within 100 feet of the mean highwater mark of Honeoye Lake, regardless of size.
Exempt Activities Numerous activities including: Gardening Farm/Agriculture activities Emergency actions
Local Law #5 - 2015 Lawn Fertilizer and Pesticide Runoff Prevention Law
Purpose The intent of the law is to better regulate land use management practices , specifically by limiting water body exposure to nitrates, phosphorus compounds and pesticide-related chemicals, to reduce water body contamination, improve water body ecosystem integrity and assure healthier human, animal and plant habitats.
Prohibitions NO application of commercial fertilizer , lawn fertilizer or pesticides within 50 feet of Honeoye Lake or its tributaries NO application of lawn fertilizer containing phosphorus within 200 feet of Honeoye Lake or its tributaries NO application to impermeable surfaces that drain to lake or tributaries
Exempt Activities Numerous activities including: Newly established turf or lawns Agricultural use Demonstrated need (certified testing) Use of vegetative barriers
