  4. S B 81 – Relating to the naming of a reservoir by certain water districts HB 26 - Relating to the creation of an alert system to notify affected persons of certain releases of water from certain dams. HB 100 - Relating to information on proj ected changes in weather and water availability in strategic Bills of plans of certain state agencies. Interest HB 245 - Relating to a requirement to make certain environmental and water use permit applications available online. HB 488 – Relating to the protection of public freshwater areas. HJR 11 – Proposing a constitutional amendment providing for the issuance of additional general obligation bonds by the Texas Water Development Board. 4

  5. S B 81 – Relating to the naming of a reservoir by certain water districts  S ECTION 1. S ubchapter H, Chapter 49, Water Code, is amended by adding S ection 49.239.  (a) The dist rict must request approval of t he name from t he commissioners court of t he count y in which t he reservoir proj ect sit e is locat ed.  (b) Out lines t hat if t he reservoir proj ect sit e is locat ed in more t han one count y, t he approval of t he name shall be received from t he commissioners court of t he count y in which proj ect sit e is principally locat ed.  (c) Gives a 60 day t imeline for t he commissioners court t o approve a reservoir name.  Link to Bill 5

HB 26 - Relat ing t o t he creat ion of an alert syst em t o not ify affect ed persons of cert ain releases of wat er from cert ain dams.  Add S ubchapter F .  (a) The commission shall implement the Texas Dam Release Alert S ystem to be activated on behalf of a dam operator to warn potentially affected persons of possible floods.  (b) The alert system must be designed to notify potentially affected persons of a dam release through available means including: television or radio broadcasts, message signs across the state, website, and reverse 9-1-1 calls/ texts/ emails.  Link to Bill 6

HB 100 - Relating to information on proj ected changes in weather and water availability in strategic plans of certain state agencies.  Amending S ection 2056.002 S trategic Plans  Adds text that outlines what an agency’s strategic plan must include, such as:  Expected changes in services due to proj ected changes in weather.  Identification of financial resources needed.  Analysis of partnerships, etc.  Link to Bill 7

HB 100 - Relating to information on proj ected changes in weather and water availability in strategic plans of certain state agencies.  Adding subsections (c), (d), (e), and (f) to S ection 2056.005.  (c) S tates the deadline for the Texas S tate Climatologist to provide a report of proj ected changes in weather, water availability, etc.  (d) Outlines what shall be included in the report.  (e) S tates that the S tate Climatologist can use a forecast created outside the office of the state climatologist .  (f) S tate the deadline for the Legislative Budget Board to distribute the report outlined in S ubsection C.  Link to Bill 8

  9. HB 245 - Relating to a requirement to make certain environmental and water use permit applications available online.  S ECTION 1. S ection 5.552, Water Code, is amended by amending S ubsection (b) and adding S ubsection (b-1).  (b-1) The applicant shall:  (A) Post a copy of t he applicat ion on a publicly accessible Int ernet websit e.  (B) Publish, at least once in t he newspaper of largest circulat ion in t he count y in which t he facilit y t o which t he applicat ion relat es is locat ed or proposed t o be locat ed.  Link t o Bill 9

  10. HB 245 - Relating to a requirement to make certain environmental and water use permit applications available online.  S ECTION 2. S ection 11.124, Water Code, is amended by adding S ubsection (g).  (g) The applicant shall post a copy of the application, map, and any supporting materials required by this subchapter on a publicly accessible Internet website.  Link to Bill 10

  11. HB 488 – Relating to the protection of public freshwater areas.  S ECTION 1. S ection 90.003(b), Parks and Wildlife Code, is repealed.  S ection 90.003 outlines exemptions to the prohibition of operating a motor vehicle in protected freshwater areas.  S ection 90.003(b) states: “ This chapter does not apply to any river with headwaters in a state other than Texas and a mouth or confluence in a state other than Texas.”  Link to Bill 11

  12. HJR 11 – Proposing a constitutional amendment providing for the issuance of additional general obligation bonds by the Texas Water Development Board.  S ECTION 1. S ection 49-d-10, Article III, Texas Constitution, is amended by adding S ubsections (a-1) and (a-2).  (a-1) The Texas Water Development Board may issue more general obligation bonds for economically distressed areas in an amount not to exceed $200 million.  (a-2) The additional general obligation bonds authorized by S ubsection (a-1) of this section may be issued as bonds, notes, or other obligations as permitted by law.  Link t o Bill 12

NCTCOG is seeking input from members on topics of I. interest for FY19 workshops. In November 2018, NCTCOG hosted a TWDB Water Loss I. Audit Workshop. 14

  15. Discussion Items 7. Development of the 2019 Water Quality Management Plan. NCTCOG is seeking input on the 2019 Water I. Quality Management Plan (WQMP) Update and will request feedback on the 2019 WQMP goals. Wast ewat er and wat er dist rict service I. boundaries were updat ed in t he 2017 WQMP Updat e.
