  14. RCEC REIMBURSEMENT AGREEMENT Purpose of this action: • Authorize reimbursement of Rayburn Country Electric Cooperative (RCEC) costs for: o Two high voltage electric transmission lines o Portions of two electric substations

RCEC REIMBURSEMENT AGREEMENT Rayburn Electric: • Electric Cooperative that specializes in generation and transmission service to its member co-ops • Fannin County Electric Cooperative is a member of Rayburn • Rayburn anticipates reimbursement for its electric transmission costs from Transmission Cost of Service Program (TCOS) • Rayburn also anticipates reimbursement for its portion of the substation costs from TCOS • TCOS reimbursement must be approved in a separate action by the Public Utility Commission six months after line is energized • Rayburn is seeking reimbursement from NTMWD if its costs are not reimbursed from TCOS

FANNIN COUNTY SHERIFF • June 2017 agreement between NTMWD and Fannin County States: • “The District agrees to enter into an agreement with the applicable County law enforcement agency regarding the payment of the County’s costs associated with acquiring, and maintaining equipment and facilities necessary for police patrols of the Reservoir, including but not limited to, boats and vehicles for such police patrols. The proposed agreement will provide for the District’s payment of all reasonable and necessary expenses associated with the County law enforcement agency’s exercise of its police powers as specified herein, and as mutually agreed upon by the District and such agency” • Staff has met with Fannin County Sheriff’s Office to discuss policing needs/requests • Agreement components discussed with Water Committee in June 2018 • Fannin County Commissioners Court approved agreement on December 27, 2018
