Ward 6 South Pupil Accommodation Review: Meeting Norms Meeting Norms • PARC meetings will be chaired by Vicky Branco, Superintendent, together with Verna Lister, Facilitator • Members will arrive on time and we will ensure that the meetings end at the scheduled time • The chair and the facilitator will follow the meeting agenda • Members wishing to speak will be acknowledged by the facilitator who will maintain a speakers’ list • Members will treat each other, and the opinions of each other, with respect • Meaningful information sharing comes through dialogue and collaboration 3
Ward 6 South Pupil Accommodation Review What Is A Pupil Accommodation Review Committee (PARC)? • A Pupil Accommodation Review is a Ministry-mandated process that is used to make important decisions about the future of a school or group of schools • It is established where changes under consideration includes the closure of a school or relocation of a grade, grades, or program where the change would affect more than 50% of the enrolment of a school • A Pupil Accommodation Review Committee (PARC) is a committee established by the Board to help gather community input about the future of the schools under review • Parents, students, principals, and local trustees are members of the PARC and the PARC is supported by others such as central board staff, a facilitator and other Board resources • The PARC must follow the Ministry of Education’s guideline and the TDSB’s relevant policies and procedures when completing its work 4
Ward 6 South Pupil Accommodation Review Work of the Pupil Accommodation Review Committee • The work of the PARC is guided by: o Ministry of Education’s Pupil Accommodation Review Guideline o TDSB’s Accommodation and Program Review Policy (P068) and Pupil Accommodation Review Operational Procedure (PR598) o TDSB’s Terms of Reference for Pupil Accommodation Review Committees o Information Profiles for each of the schools involved in this Pupil Accommodation Review • Policy documents are found in your resource binder: Red (First) Binder Tab 5
Ward 6 South Pupil Accommodation Review Mandate of the PARC The PARC’s mandate is to represent the schools under review and act as the official conduit for information shared between the school board and the school communities. The PARC may comment and seek clarification on the initial staff report. The PARC may provide other accommodation options , which must include supporting rationale. The PARC’s feedback will be compiled and presented to the Board of Trustees as a section of the final staff report. The PARC cannot make decisions, including: • Decisions about the closure of schools; • Decisions about the future use of a school building; or, • Decisions about the use of a school building by external organizations or partners. 6
Ward 6 South Pupil Accommodation Review: Background Description of Proposed Study Explore a review of Rockcliffe MS, Cordella Jr PS, Harwood PS, George Syme CS, Roselands Jr PS, Lambton Park CS and Dennis Avenue CS to address underutilization, school boundaries and grade distribution among this group of schools. Program Drivers • Program Choice - Offer a variety of program choices to all learners including adults • Equity - Provide equity of opportunity and access to programs • Fair Access to Specialized Programs and Schools - Achieve a fair and equal distribution of specialized programs and specialized schools • Viability - Ensure viability of program Source: Long-Term Program and Accommodation Strategy 2016-2025 7
Ward 6 South Pupil Accommodation Review: Background Accommodation Drivers • Good Distribution of Schools - Maintain a distribution of elementary schools within walking distance and secondary schools with good access to public transit and eliminate redundancy (schools in close proximity) • Minimal Transitions - Minimize school transitions for students • Minimal Use of Portables - Minimize the use of portables (three is acceptable if space allows) • Service Integration - Integrate services in schools (wherever possible) • Good Utilization - Target utilization rates of 80% to 90% (review schools at 65% or less and schools over 100% utilization rate) • Distinct Attendance Areas - Avoid shared attendance boundaries and split attendance areas • Efficient Use of Space - Use existing space in schools efficiently to balance enrolments Source: Long-Term Program and Accommodation Strategy 2016-2025 8

Form Pupil Accommodation Jan 17, 30 Business Committee Working meetings to be held as necessary. 2017 Days Review Committee Public to be informed of the accommodation issues, staff recommendations and be given an opportunity to provide Jan 30, Public Meeting feedback. 2017 Minimum Additional working meeting(s) held to review feedback, Committee Working Jan-March examine alternatives presented. 40 Business Meeting(s) 2017 Days Final staff report to reflect the recommended April 6, Final Public Meeting accommodation option as well as a comprehensive Minimum 2017 summary of feedback received at public meetings. 10 Business Days May 18, Final staff report is publically posted. Final Staff Report Posted 2017 Minimum 10 Business Public to be provided with an opportunity to voice Days June 5, Public Delegations concerns to Trustees prior to the board meeting where a 2017 final decision will be made.
