2 Problem/Goal • Problem: USSOCOM desires an increased OT Capacity. • Goal: Determine if an augmented OT Capability for USSOCOM is viable, and if so, how would it be implemented?
3 Background • There are currently 29 OTA consortiums across the DoD and 3 Non-DoD sponsored consortiums (32 total). 28 of the 32 are managed by third party OT consortium managers who assist with competing and awarding OT contracts. • SOFWERX already has an established ecosystem and the processes necessary to rapidly compete and help select USSOCOM desired capabilities. These could subsequently be handed to an OT management firm for assistance with OT award and management.
4 Potential USSOCOM/SWX OT Process The USSOCOM SOFWERX OT Process would follow two Lines of Effort (LOE). The two LOE are defined within this process and are clearly delineated in both partnership and purpose. LOE 1: Fair and Open Competition, and Selection. 60-100 days depending on the maturity of the requirement or technology end state. This LOE follows the existing USSOCOM/SOFWERX business rules to ensure fair and open competition as part of its current events programming. Upon final selection of desired awardees, all parties involved in LOE 2 will be notified of the outcome to ensure LOE 2 can begin immediately. LOE 2: OT Award & Management via “bolted on” provider. The LOE 2 desired timelines as well as the roles and responsibilities are listed below. Green = Government, Purple = OT Manager, Blue = Awardee 1. Day 0 – USSOCOM SOF AT&L provides project SOW to OT Developer. 2. Day 1 – OT Manager sends request and notification to the awardee. 3. Days 2 thru 21 – The awardee submits response to OT Manager. 4. Days 22 thru 23 – OT Manager negotiates with the awardee and prepares the cost analysis. 5. Day 24 – OT Manager sends cost realism form and final SOW to USSOCOM Tech Lead 6. Days 25 thru 28 – USSOCOM SOF AT&L Tech Lead provides cost realism and SOW concurrence 7. Day 29 – OT Manager sends request for Tech Direction to USSOCOM SOF AT&L. 8. Days 30 thru 44 – USSOCOM SOF AT&L makes a fair and reasonable determination and obtains a Legal approval. 9. Day 45 – USSOCOM SOF AT&L issues a technical direction letter to the OT Manager. 10. Day 46 – OT Manager issues project agreement to awardee. 11. Day 47 thru 48 – The project is awarded. 107-147 Days to Compete, Select, and Award Contracts
5 Discussion Guides • Would an OT manager help USSOCOM accelerate capability? • Should an OT manager be contracted directly through USSOCOM or be conducted via B2B agreement with SOFWERX? • Should an OT manager manage the projects after award, or should SOFWERX or SOCOM manage them? • Does the OT manager require a presence locally? • Could an OT use tax help pay for the capability? • Should the OT conduct both prototyping and production, or just higher TRL production/close to production contracts? • Is the timeline of 1-48 days for the OT development & award accurate, or are there steps and time missing? • Should we limit the number of OT contracts in the trial? • Should a single agreements officer be the signator, or does USSOCOM open it’s use up to all AO’s? • Should there be a limit on the award amount during any trial? • Should we accept external (non MFP-11) funds as part of the trial? • Should there be a single Legal point of entry for all the OT’s?
