The Tuscola Wind II project spans four townships in Tuscola County: Wisner, Fairgrove, Gilford, and Wisner Tuscola Wind II Energy Center • NextEra Energy Resources, through a subsidiary, would build, own and operate the facility • A 100.3 megawatt wind project, using 59 GE 1.7-megawatt turbines • Will use approximately 88 acres for turbines and access roads • Will generate enough electricity to power about 45,000 homes 7

The plan shall include: a) the anticipated life of the project, b) the estimated decommissioning cost net of salvage value in current dollars, c) the method of ensuring that funds will be available for decommissioning and restoration, d) the anticipated manner in which the project will be decommissioned and the site restored, and e) One year notice of decommissioning and provision of surety instrument. 19

The Tuscola Wind II Energy Center is designed to comply with the Wisner Township Zoning Ordinance Tuscola Wind II Energy Center Decommissioning • The decommissioning plan for the proposed Tuscola Wind II Energy Center includes the following: – Equipment Removal – including turbine and meteorological tower – Foundation Removal – to a minimum depth of 60 inches – Roadways – roadways and crane pads will be removed and restored to a condition and density consistent with the surrounding field – Decommissioning funding as required by our Landowner Easement Agreements – Tuscola Wind II will establish and maintain a cash escrow, a performance bond or letter of credit in the amount of “Estimated Net Removal Cost” All Tuscola Wind II landowner easement agreements contain an obligation and financial guarantee to decommission facilities 20

The Tuscola Wind II Energy Center is designed to comply with the Wisner Township Zoning Ordinance Tuscola Wind II Complaint Resolution • The Tuscola Wind II Complaint Resolution Process contains the following main elements: – Purpose: provide a process to resolve complaints from local residents and/or property owners concerning the construction or operation of the Tuscola Wind II Energy Center – Duration: start of construction through the life of the project – Contact Information: an email address, street address and phone number will be provided and posted at the township hall. – Plant Manager will make all efforts to respond to all complaints within 24 hours after receipt of a complaint – Maintain records of all complaints received, resolutions and any unresolved complaints – A report of all complaints and resolutions will be filed with the Township annually – Every effort will be made to assess and correct all complaints in a timely manner to the best of the Plant Manager’s ability and resources 23
