Who We Are Tri-State is a not-for-profit, wholesale power supplier owned by 44 electric cooperatives and public power districts serving a population of approximately 1.4 million people.
Purpose of This Public Meeting Involve all interested stakeholders in Tri-State’s transmission planning process. Review current study plan. Solicit information from transmission customers on potential loads and resources. Answer your questions.
Transmission Planning Objectives Provide Transmission Service to all network customers. Provide Reliable Service under NERC/WECC Reliability Standards. Provide Low Cost Service to Member owners. Provide Access to other stakeholders for the efficient planning, utilization and development of the transmission system.

Transmission System
Telecommunications System 1500 miles of fiber 455 radio sites
Inputs to study plan Network Customers identify load and resource requirements annually. Other Transmission Providers update base case assumptions (system topology, loads and resources). Tri-State Member Systems request new delivery points throughout the year.
Inputs to study plan (continued) Generation Interconnection customers submit applications (two open seasons). Regulatory and governmental agencies introduce policy initiatives. Tri-State’s Board of Directors make decisions on capital expenditures.

Increase capacity and improve load-serving capability and reliability to Sierra Electric.

Voltage: 115 kV Length: 42 miles Type: Line Status: Continuing Planned ISD: 2015 Purpose: A reliability improvement to eliminate potential overloading of the existing line for NERC Category B contingencies.

Voltage: 115 kV Length: 3.5 miles Type: Line Status: Continuing Planned ISD: 2015 Purpose: A reliability improvement to eliminate potential overloading of the existing line for a NERC Category B contingency.

Gladstone 230 kV Phase Shifting Transformer Description: Install 300 MVA 230 kV +/- 60 degree PST at Gladstone Substation. Voltage: 230 kV Type: Substation Status: Complete Planned ISD: 2015 Purpose: Permits control of north to south flows into northern New Mexico and mitigates potential overloads on the 115 kV system.

Wayne Child Sub Additions Description: Tap LRS-Story line adjacent to Archer. Add 345/230 kV 600 MVA transformer and 230 kV tie to Archer Substation. Voltage: 345 kV and 230 kV Length: 0 miles Type: Substation / Line Status: Continuing Planned ISD: 2018 Purpose: Improve Tri-State’s power delivery and load serving capabilities from its LRS generation. Project increases TOT3 transfer capability.

Badwater-DJ 230 kV Project Description: Construct a 230 kV line between the Badwater substation and a new station sectionalizing the Dave Johnston (DJ) to LRS 230 kV line. Voltage: 230 kV Length: 117 miles Type: Substation / Line Status: Planned Planned ISD: To be determined Purpose: Increase power delivery and load serving capabilities to the Badwater area by approximately 180 MW. Increase TOT 4B ATC.
