Code Models • San Francisco Parks Code • Specific to Recreation and Parks properties, Commission, and General Manager • Adopted in 1981 and modified several times thereafter • Authorities of the Code explicitly delegated to others for certain open spaces not owned and managed by Recreation and Parks: • Article 8B: Director of Public Works for United Nations Plaza • Article 8C: Director of Real Property for Hallidae Plaza • Article 11: Redevelopment Commission for Yerba Buena Gardens • Article 11A: Transbay Joint Powers Authority Board and Executive Director for Transbay Rooftop Park • Port Code • Specific to Parks owned and operated by the Port of San Francisco • Includes promenades, plazas, roadways, squares, public access areas and other properties • Adopted in 2000 with no subsequent amendments • Modelled after the Parks Code, but more limited in scope Treasure Island Development Authority

Evaluation • Thorough review of both codes • Assess differences between the codes • Assess which provisions best align with vision for Treasure Island Parks • Assess any unique obligations of the Authority that might conflict with either code (Trust obligations, Bay Trail, etc.) • Investigate rational for creation of Port Code • A Treasure Island Code could be tailored to concerns specific to the island, but might require additional time to draft & entail additional public review Treasure Island Development Authority
