  2. Eligibility Any environmental mitigation activity , including pollution prevention and pollution abatement activities and mitigation to address stormwater management , control, and water pollution prevention or abatement related to highway construction or due to highway runoff.

Program Parameters  Federal Highway Administ rat ion (FHWA) funds, ~$2.2M  $300,000 cap on federal funding for individual proj ect s at 80% federal / 20% local funding split .  80% / 20% for scoping st udies (which usually cap-off at $50k t ot al)  Local mat ch t ypically cash mat ch  No S t at e funding t o supplement Federal (as was available for t he Municipal Highway and S t ormwat er Mit igat ion Program)  Applicat ions accept ed for scoping/ planning, design and const ruct ion, equipment purchases  No design only proj ects  Design and const ruct ion proj ect s must advance t o complet ion or risk chance of payback  Reimbursement program  Municipality pays for proj ect costs and submits reimbursement request to VTrans

Program Funding PROJECT EXAMPLE #1 Total Proj ect Cost: $375,000 50% Highway Runoff, 50% Other S ources • Grant Amount: $150,000 Federal , $37,500 Local Cash Match • Grant total ($187,500) will be for 50% of total proj ect cost • Remainder of the total amount covered by the municipality PROJECT EXAMPLE #2 Total Proj ect Cost: $375,000 100% Highway Runoff, 0% Other S ources • Grant Amount: $300,000 Federal , $75,000 Local Cash Match • Grant total ($375,000) will be for 100% of total proj ect cost

Proj ect Development Process  Municipal Proj ect Manager S election  Design Engineer S election  Conceptual Plan Development/ Review  National Environmental Policy Act (NEP A) Approval  Preliminary Plan Development/ Review  Right-of-Way (ROW) Plan Development and Clearance  Final Plan Development/ Review  Proj ect Advertisement, Bidding, and Award  Construction and Oversight  Maintenance Typical project takes 2-4 years to complete

Municipal Proj ect Manager  Proj ects where municipalities have procured a proj ect specific MPM have typically been much more successful  Request For Proposals (RFP)  At-the-Ready (ATR) S election Option  May assign a municipal employee  Proposed MPM is subj ect to VTrans approval  Required knowledge base:  Knowledge of FA project development process!  Can read engineering plans  Organized  Efficient in communication and documentation  Time commitment of up to 40 hours per week

  8. At-the-Ready S election  Available for MPM, Design Engineers, and Construction Inspectors  VTrans has completed step one of two of the QBS process  Pick from list of pre-qualified consultants  Will still need to rank consultants and negotiate and contract with them

  9. Design Engineer S election  RFQ/ RFP or ATR Conceptual Plan Development/ Review  Initial design  Public involvement  Requires 3 week Agency review

  10. National Environmental Policy Act (NEP A)  Typically 6 months to complete Preliminary Plan Development/ Review  Requires 3 week Agency review ROW Plan Development/ Clearance  Highly variable in schedule duration  If no ROW acquisitions required for construction/ maintenance, 1 month to clear  If acquisitions are required  S imple: 6-12 months  Complicated 1- several years

Final Plan Development/ Review  Requires 3 week Agency review Proj ect Advertisement, Bidding and Award  Use of VTrans – Municipal Assistance Bureau standard bid documents  Low bid sealed bid process  Three week minimum advertisement period Construction and Oversight  Municipality must provide oversight/ resident engineering services  ATR or RFP/ RFQ  Materials Testing and Acceptance Maintenance  Municipality must maintain proj ect

  12. Funding Requirements  Buy America applies to all proj ects (steel & iron products, including coatings)  Davis Bacon Federal Wage Rates  Proprietary Products not allowed without Public Interest Finding  Proj ect must be designed and constructed in accordance with all federal/ state/ local permits and regulations

Examples of Candidate Proj ects  Construction cost >$250k  Requires fully engineered design  Treat substantial highway runoff  Non-highway runoff eligible, but proj ects that treat a higher portion of highway runoff are more likely to be awarded  Clear water quality benefit  Clearly fits within the program’s eligibility requirements  Pollution prevention and pollution abatement activities  Mitigation to address stormwater management, control New bridge, Duxbury  Water pollution prevention or abatement related to highway construction or due to highway runoff Large culvert, Cambridge Retention pond, S o. Burlington Gravel wetland, S t. Albans

Proj ects For Other Programs  No engineering required  S mall construction cost <$250k  Municipal crews plan to complete work S tone header, Cambridge  Town will not be able to come up with 20% cash match Ditching, S t. Johnsbury Bank stabilization, Bloomfield Gravel resurfacing, Westfield

S uccessful Applications Include:  Maps that clearly depict proj ect location  Clear pictures of the problem  Write on pictures if it’s not clear  If pictures cannot be taken, clearly describe the problem  Example: If a closed system has failed  Is it flooding basement s?  Are t here sinkholes in t he st reet ?  How oft en does t his happen and how much sediment and pollut ant s are ent ering t he wat er?  Include detailed description of solution  If available, include scoping reports and any preliminary engineering designs  All questions are fully and clearly answered

  16. Application Requirements  Letter of S upport from Regional Planning Commission  If within S tate ROW:  Correspondence with VTrans District Transportation Administrator  Considerations for proj ects within the ROW may include:  Culverts/ drainage  S ignage  Driveway accesses  Maintenance  Comingling of stormwater  Lighting/ security fences  Guardrail
