TransPlan50 Regional Transportation Plan for Urban Utah County Draft Fiscally Constrained Projects Lists
RTP Development • The Regional Transportation Plan (RTP) is updated every four years • Next update called TransPlan50 will be complete in June 2019 • In developing the RTP, a modeled projects needed list is created for the regional highway and transit projects (Oct 2018) • Federal regulations require air quality conformity on a fiscally constrained plan with reasonable funding assumptions
Draft Project Lists • Projects proposed in the plan are larger regional projects • Planned highways include widening projects on arterial and freeway facilities as defined on the state functional classified map • Transit includes bus rapid transit, light rail, commuter rail, and core bus • Active Transportation includes trails and bike lanes
Planned Funding • Highway funding carries the past 20 year trend allocations forward, adjusting for growth • Transit funding includes past sales tax trends, adjusting for growth • Four quarter-cent sales taxes are considered • The first cent - passed by the Utah Co. Commission in 2018 at 40% transit • The others three are assumed by 2030, 2040 and 2050 at 100% transit • Active Transportation projects are not required to be fiscally constrained
MPO TAC Comments • MPO TAC met on Dec 17 • Some changes were proposed to be made after their meeting • Those changes were emailed to TAC members and no negative comments were made • MPO TAC recommended approval of the list including any changes made after their emailed review
Additional Comments Since MPO TAC • Pleasant Grove BLVD #21 | Change description from new to widening • Lehi 2100 N FWY #13 | Lower cost from $320m to $311m • New Project Mountain View FWY | Add capacity 2040-50 about $26m • Move freight rail projects from transit list to freight map in appendix • Light Rail #12 (needs map) | Show Geneva RD alignment through Lindon and Vineyard (as shown in past plan), show “Location to be Determined” from Vineyard to Orem • These changes are recommended by MAG staff to be approved
Next Steps • Minimal adjustments to the draft projects lists can still be made • Move forward to produce the TransPlan50 document and reports • March 2019 | Draft document plan approval • April 2019 | 30-day public comment period • June 2019 | Final approval • Once adopted, regional projects must be in the plan to be funded in the Transportation Improvement Program (TIP)
Suggested Motion I move that the MPO Regional Planning Committee, based on the MPO TAC motion and minor changes recommended by MAG staff, approve the draft Fiscally Constrained Project Lists.
