  5. Goals and Objectives  Provide affordable public w ater service.  Maxim ize potential grants and low interest loans.  Create a long-term plan for providing public w ater based upon need, requests and feasibility.

  6. Water District Formation  How is a W ater District Form ed? The residents m ay either petition the Tow n to Form the W ater District or the Tow n m ay proceed w ith District Form ation Under Article 1 2 A Tow n Law . Prelim inary Study is initiated by the Tow n Board:  Service Areas are evaluated.  Alternatives are considered.  Feasibility of Project Area is determ ined.  Prelim inary Cost Estim ates are m ade.

Water District Formation Process • Boundary Map and Legal Description prepared. • Prelim inary Engineering Report prepared. • Total Project Costs estim ated. • Annual Cost per average user estim ated. • Legal Public Hearing held. • Perm issive Referendum ( if required) • Application to Com ptroller’s office for approval of the District.

  8. Background Information  1 0 7 hom es w ithout public w ater in W ater District No. 8 . MCW A operates and m aintains the Byron W ater  System under a “Retail Lease Agreem ent”.  Average Hom e utilizes 6 0 ,0 0 0 gal./ year of w ater.

Overall Project Details  5 0 ,6 0 0 LF of w ater m ain to install to serve 1 0 7 hom es.  Fire hydrants located 6 0 0 ’ apart.  W ater services provided to each existing hom e and business that elects to hook-up.  I m provem ents generally installed w ithin the Right-of-W ay’s. W ater system to be operated by MCW A. 

How are Equivalent Dwelling Units (EDU’s) Applied?  Residential Properties: 1 fam ily = 1 unit; 2 fam ily = 2 unit; etc.  Com m ercial Properties: 1 Unit m inim um ; Additional EDU’s based upon w ater usage.  Vacant Lots: 0 .5 unit.  Landlocked Parcels: 0 unit ( unless ow ner also ow ns an adjacent parcel w ith road frontage – then 0 .5 EDU) .

  13. Special Rules for Ag Parcels  Parcels in agricultural production in an Ag District are totally exem pt from special assessm ents for w ater EXCEPT for a house and 1 acre, and any farm buildings that connect to the public w ater.

Homeowners Responsibility  I nstall W ater Service from ROW to house.  Abandon w ells or separate from w ell supply and I nternal Plum bing Changes.  MCW A Meter & I nitial Account Fee ( $ 2 4 0 One tim e only) .  Hom es > 5 0 0 ’ from W M w ill require m eter tile for m eter ( $ 2 0 0 ) .  Purchase W ater and com ply w ith MCW A reqts.

  18. Can I keep my Private Well? Yes, MCW A offers the follow ing Options:  Option 1 W ell Abandonm ent: No Cost to Hom eow ner. ( This is the preferred Option) .  Option 2 W ell Separation: Easem ent Fee of $ 5 0 0 + $ 8 0 I nspection Fee every 5 years.  Option 3 Backflow Prevention Device: Must be designed by a NYS Licensed Professional Engineer and m ust be tested annually. This option is the m ost costly.

  19. Role of MCWA  Provide technical assistance and review / approval of plans and specifications.  Supply potable w ater m eeting or exceeding State and Federal Standards.  Operate and m aintain w ater supply and distribution system .  Coordinate new service installations and w ell abandonm ent's.  Set up new custom er accounts and perform all billing.

  20. Advantages of a Public Water System  Consistent Quality and Quantity.  I ncreased Fire Protection.  Low er Hom eow ners ( fire) I nsurance Rate ( average 5 -1 5 % ) .  I ncreased Property Values w / o increasing assessm ent.  Enhanced m arketability of property w hen property is put up for sale.

Questions and Answers I f I don’t w ant w ater, w ill I have to pay for it?  – You’ll have to pay for the w ater district debt, but if you don’t hook-up, you don’t pay for w ater use.  W ill the project raise m y assessm ent? – No, you assessm ent does not change, your tax bill w ill include a separate w ater district tax. I f I don’t hook-up im m ediately, can I hook-up later?  – Yes, but you w ill have to pay a tap-in fee at a later date.

  24. Questions and Answers (Cont.) W ill I get to vote on the W ater District?  – No, if the district is form ed by a legal petition w ith the required num ber of signatures. – I f, the district is form ed by the Tow n, then is w ould be subject to perm issive referendum and a vote w ould be held if 5 % of the eligible voters petitioned to have a vote.
