Technical Briefing: Fixed price contract award for construction of new Johnson Street Bridge
Project Overview
Project Overview • Bridge is corridor to Region’s central business, entertainment, and tourism districts • Connects growing neighbourhood of Vic West and Esquimalt, View Royal, Saanich, Colwood, and Langford • 30,000 crossings per day • 4,000 pedestrians and 3,000 cyclists
Project Overview • New bridge will be built to a lifeline seismic standard to withstand 8.5 M earthquake • Widened marine navigation channel to 41m to meet modern standards • Project protects rail corridor, enhances safety and improves viewscapes • New bridge respects history of existing bridge and Old Town guidelines
Project Overview • Minimal traffic impacts as existing bridge remains open during construction • Open connection during years of construction supports the economic vitality of Region’s downtown • Transit route across bridge is one of top 5 routes in Capital Region • Improves active transportation with dedicated bike lanes, pedestrian walkway and multi ‐ use path
Project Overview • Project estimated to generate 900 short ‐ term jobs • New opportunities for local businesses, industry and contractors • Urban Development Institute estimates construction to generate half billion $ in economic development • Large infrastructure projects are catalyst for revitalization
Features of New Bridge
Construction of new Johnson Street Bridge
Fixed Price Contract Award • Following competitive process with 3 world class construction companies, City awarded fixed price contract to PCL Constructors Westcoast Inc. • Fixed price award is $63,235,000 • Contract is within approved budget • PCL is largest contracting organization in Canada, and 6th largest in US. PCL has built large scale bridges across North America.
Contract Scope • Fixed price contract to PCL to construct new bridge to meets requirements of Project Charter and Project Definition Report and includes six design optimizations approved by City. • Is consistent with plans on file during referendum • Contract incl: roadway, landscaping, paths, trails, decommissioning of old bridge and new lifting bridge • In addition to bridge project, PCL will build retaining wall as lease improvement to adjacent City property on Harbour Road
Engineering Optimizations Through collaborative process, proponents identified opportunities to optimize design for further benefit to the City, e.g.: reduce capital costs, reduce maintenance costs, expedite timeline, reduce environmental impacts, manage project risks etc. Optimizations are consistent with the objectives of the Project Charter.
Engineering Optimizations 1. Bascule Pier – reduction in size 2. Hydraulic mechanical system 3. Rest Pier – simplified geometry 4. Simplified truss sections 5. Concrete approach spans rather than steel 6. Concrete Multi ‐ use Trail Overpass rather than steel
Engineering Optimizations #5 Concrete Approach #4 Simplified Truss #5 Concrete Approach Sections #1 Bascule Pier Size #3 Rest Pier – Simplified Reduction, #2 Hydraulic Geometry Mechanical System
Bascule Pier – Reduced Size Indicative Design Optimized Design
Bascule Pier – Reduced Size • Eliminates need for cofferdam • No excavation of harbour bed required • Reduces environmental disturbance/footprint • Accelerates construction schedule • Reduces formwork and concrete quantity and cost • Construction is independent of tidal fluctuations and impacts of weather on water based construction
Mechanical System ‐ Hydraulic Indicative Design Optimized Design
Mechanical System ‐ Hydraulic • Hydraulic system • Increases redundancy in brakes and motors • Ease of service by heavy machinery and hydraulic motor mechanics • Roller system reduces point loading on truss wheel • Allows for a balanced structure • Relocation of drive machinery allows for resize of bascule pier • Readily available “off the shelf” equipment
Rest Pier – Simplified Geometry Indicative Design Optimized Design
Rest Pier – Simplified Geometry • Eliminates need for cofferdam • No excavation of harbour bed required • Reduces environmental disturbance/footprint • Accelerates construction schedule • Reduces formwork and concrete quantity and cost • Construction is independent of tidal fluctuations and impacts of weather on water based construction
Simplified Truss Chords Indicative Design Optimized Design
Simplified Truss Chords o Reduces fabrication costs • 35% to 40% less welding • Less steel members to handle • Reduced geometric control required o Simplifies product quality management o Makes fabrication schedule easier to manage
Concrete Approach Spans Indicative Design Optimized Design
Concrete Approach Spans • Lower future maintenance costs • Reduced construction cost • Limited on ‐ site concrete/formwork • BC supply • Schedule reduction
Concrete Multi ‐ Use Overpass Indicative Design Optimized Design
Concrete Multi ‐ Use Overpass • Lower future maintenance costs • Reduced construction cost • Limited on ‐ site concrete/formwork • BC supply • Schedule reduction
Fixed Walkway through the “Wheel”
Further Cost Reducing Opportunities • Additional opportunities to reduce costs have been identified • These further opportunities have a potential savings as much as $2 million • Savings realized will further increase contingency
Further Cost Reducing Opportunities • West Abutment – make wall vertical, eliminate cofferdams • Optimization of bridge lighting design • Replace West Pier with extended pile configuration • Reduction of number of piles under Bascule Pier • East Abutment – make wall vertical, eliminate cofferdams, eliminate piled walls, shorten east end span.
Project Budget Total project budget: $ 92.8 million Construction budget (incl. contingency): $ 66 million Other project costs: $ 26.8 million (engineering design, project mgmt, insurance, legal, City staff, costs to date) Fixed Contract price: $ 63.235 million
Timeline Milestones Contractor On ‐ site April 2013 Construction Begins Summer 2013 New Bridge Opens Fall 2015 Project Completion March 2016
Summary • Contract award concludes competitive process involving world’s top bridge construction firms • The process has delivered a fixed price contract within the approved budget • The new bridge includes all outlined amenities and benefits and includes six engineering optimizations • Construction begins this summer • Regular reporting to Council will continue to occur quarterly
