Child Care Development Fund General Information The Child Care Development Fund (CCDF) requires a comprehensive three year plan that supports low income families by providing access to affordable, high quality early care and afterschool programs. Administration of Children and Families’ (ACF), Office of Child Care, Child Care and Development Block Grant Act (CCDBG)

Child Care Development Fund General Information CCDF is jointly financed by federal and state funds through three funding streams: mandatory, matching and discretionary funds.
CCDF Funding Parameters General Information Minimum of 70% of must be used to assist the child care needs of low income families or families who are receiving TANF. Minimum of 3% activities to improve the supply and quality of care for infants and toddlers. Minimum of 9% Quality Activities Maximum of 5% for administrative costs
CCDF and TANF Funding General Information 30 percent of TANF block grant funds may be transferred to CCDF 10 percent of TANF block grant funds may be transferred to the Social Service Block Grant (SSBG).
Child Care Development Fund Federal Reports State Territorial Plan ACF-118 Agreement between Lead Agency and Federal Government Biennially (due July 1 prior to reporting year) Financial Report ACF-696 Estimates and expenditures for Mandatory Fund, Matching Fund, and Discretionary Fund Quarterly (due 30 days after end of quarter) Aggregate and Case Level Reports ACF-801 Unduplicated annual counts of children and families served Monthly or Quarterly (Grantee’s choice)

Child Care Development Fund ACF-118 State Plan- Section 2 Promote Family Engagement Through Outreach & Consumer Education Increased consumer education requirements including: posting of findings/complaints and quality information on child care providers, aggregate data on serious injuries, deaths, and substantiated cases of child abuse/neglect that have occurred in child care settings each year must be posted on the website, and the availability of a consumer friendly website. Child Care Development Fund ACF-118 State Plan- Section 3 Provide Stable Child Care Financial Assistance to Families Child Care Subsidy: To initially qualify for child care assistance, a family must: Include at least one child under the age of 13, or age 13 to 18 and incapable of caring for him or herself Have countable income below 185% of the FPL Have an allowable need for child care Choose a child care provider who has an agreement with DCF.
Child Care Subsidy ACF-118 State Plan- Section 3 Child Care Reasons Families who receive TANF Low-income, working families. Some families in education or training activities - This provides help for keeping a job or getting a better job. Teen parents completing high school or GED. Social services (parents in crisis situations) or child in foster care placement

Child Care Development Fund ACF-118 State Plan- Section 3 Redetermination period of not less than 12 months Graduated Phase Out Policy Three Month Continuation of Care (State Option) October 1, 2018 Policy Revisions: Initial: 185% income eligibility requirement At review: If income exceeds 185% of the FPL, but remains under 85% of the SMI, the family would remain eligible for 12 month in the Tier #2 eligibility group. Limited reporting and acting upon changes.

Child Care Development Fund ACF-118 State Plan- Section 4 To assess market rates and child care costs, States must use a Market Rate Survey or an Approved Alternative Methodology. A market rate analysis must be completed every three years. Any rate adjustment must be based on data from the most recent market analysis completed.

Child Care Development Fund ACF-118 State Plan-Section 5 States must ensure: Health and safety requirements for providers relating to 12 specific topic areas are addressed. Pre-service or orientation training requirements, appropriate to the provider setting, address these health and safety topic areas. Annual health and safety training is completed in these topic areas. Health and safety requirements for providers relating to 12 specific topic areas are addressed.
