National Pollutant Discharge Elimination System: • Is a Federal Permit to municipalities who operate a MS4, administered in Minnesota by the Minnesota Pollution Control Agency • Five year permit cycle 2013-2018 • Permit includes the Storm Water Pollution Prevention Plan
Stormwater Pollution Prevention Plan includes: 1. Public Education and Outreach 2. Public Participation/Involvement 3. Illicit Discharge Detection and Elimination 4. Construction Site Storm Water Runoff Control 5. Post-Construction Storm Water Management 6. Pollution Prevention/Good Housekeeping for Municipal Operations
2019 Tasks and Accomplishments
Public Education and Outreach • East Metro Water Resources Education Program, Washington Conservation District • Tamarack Nature Preserve Tour • Staff trainings: salt, turf grass, illicit discharge detection and elimination • Watershed Partners • Master Water Stewards • STEM Saturdays • Storm Drain Marking • Promote Adopt-A-Drain
Illicit Discharge Detection and Elimination • Illicit Discharges are anything but rain water and snow melt that enters the City’s stormwater system • This part of the permit requires the City to have a system to identify and remove these non-stormwater discharges • Stormwater PSA video
Construction Site Stormwater Runoff Control • Inspection of active sites every other week and after 0.5 inches of rain • Notified sites of violations and corrective actions required
Post-Construction Storm Water Management • 20 Projects reviewed for compliance with stormwater standards in 2019
Pollution Prevention/Good Housekeeping for Municipal Operations • Pond Maintenance project: 12 ponds • Barley Straw treatment in 3 ponds to decrease algae growth • Water Quality Monitoring • Pond Inspections • Vegetation Management Project
