Transportation Impact Study (2013) • Transportation Impact Study (TIS) – Identify impacts of the proposed access on the transportation system in the surrounding area and identify mitigations to offset that impact • Hazelwood Green Phase I Transportation Mitigation Project – Project covers the mitigations outlined in the TIS – TIS indicated multiple areas for mitigation HAZELWOOD GREEN
Mitigation Locations HAZELWOOD GREEN
Bates Street HAZELWOOD GREEN
Bates Street • Oakland Ramp – Existing stop condition – One lane each direction on Bates Street towards Oakland • Glenwood Ramp – Existing stop condition HAZELWOOD GREEN
Bates Street HAZELWOOD GREEN
Bates Street • Oakland Ramp Mitigation – Restriping of Bates Street for ramp acceleration lane beside Bates Street lane – Widening of Bates Street curve to allow for two lanes – Back to one lane each direction after curve towards Oakland • Glenwood Ramp Mitigation – Signalized Intersection (with Bates St southbound only) – Widening of intersection for truck movements – New sidewalk, ADA curb Ramp with piano key style crosswalk • Minor ROW required and some utility pole relocations HAZELWOOD GREEN
SR 0376 HAZELWOOD GREEN
SR 0376 • Glenwood Off Ramp – Short length deceleration (36’) and tight curve – Traffic queuing on SR 0376 shoulder HAZELWOOD GREEN
SR 0376 HAZELWOOD GREEN
SR 0376 • Mitigation: – Structure on SR 0376 over Bates Street widened roughly 6 feet to lengthen the deceleration lane (from 36’ to 592’) for Glenwood ramp – Additional width to piers and abutments for an additional beam – Construct retaining wall along ramp – Accelerated bridge construction to minimize traffic impacts HAZELWOOD GREEN
Second Avenue/Bates Street/Technology Drive HAZELWOOD GREEN
Second Avenue/Bates Street/Technology Drive • Eastbound Second Avenue – 1 dedicated left turn lane (515 feet) – 1 thru lane – 1 right-thru lane HAZELWOOD GREEN
Second Avenue/Bates Street/Technology Drive HAZELWOOD GREEN
Second Avenue/Bates Street/Technology Drive • Mitigation: – 4 foot widening of Second Avenue to allow for 4 lanes – Two dedicated left turn lanes (265 feet each) – Upgrade sidewalk for length of mitigation – ADA Ramp along widened edge – Restriping of pavement markings (Piano key style crosswalks) – New drainage inlet/utility coordination – Minor Right-of-Way sliver take along Second Avenue – New signal poles within the southwest corner of intersection HAZELWOOD GREEN
Second Avenue/Hot Metal Street HAZELWOOD GREEN
Second Avenue/Hot Metal Street • Eastbound Second Avenue – 1 thru lane – 1 right-thru lane • Northbound Hot Metal Street – 1 dedicated left – 1 dedicated right (90’) • Adjacent Facilities and Usage – Hazelwood Trail, Eliza Furnace, Parking lot – Pedestrians, cyclists, transit – Bus stop and shelter along Eastbound Second Ave at Hot Metal St HAZELWOOD GREEN
Second Avenue/Hot Metal Street HAZELWOOD GREEN
Second Avenue/Hot Metal Street • Eastbound Second Avenue Mitigation – 12 feet widening to allow for 1 dedicated right turn lane onto Hot Metal Street (100’) and 2 thru lanes – Right-of-Way sliver takes along Second Avenue/some utility impacts • Northbound Hot Metal Street Mitigation – 12 feet widening to allow 1 dedicated right turn lane and 2 dedicated left turn lanes onto Second Ave – Retaining wall structure and slope adjustment – Hazelwood Trail to remain open during construction HAZELWOOD GREEN
Second Avenue/Hot Metal Street • Intersection Mitigation: – New ADA curb ramps – New piano key style crosswalk – Additional sidewalk/landing will be on both sides of Hot Metal St to accommodate Eliza Furnace Trail and Hazelwood Trail and Parking Lot users – City/Port Authority coordinating bus stop and bus shelter to potentially consolidate with Bates Street bus stop HAZELWOOD GREEN
Second Ave/Irvine St/Greenfield Ave/Saline St HAZELWOOD GREEN
Second Ave/Irvine St/Greenfield Ave/Saline St • Greenfield Avenue – Southbound one lane to accommodate left-right-thru movements • Facilities – Unique intersection with challenges for pedestrians/cyclists/transit/motorists HAZELWOOD GREEN
Second Ave/Irvine St/Greenfield Ave/Saline St HAZELWOOD GREEN
Second Ave/Irvine St/Greenfield Ave/Saline St • Mitigation: – 2 foot widening of Greenfield Avenue to allow for two lanes • 1 dedicated left lane (75 feet) • 1 thru-right lane – ADA Ramp adjustment along widened edge and piano key style crosswalks – Reduced sidewalk width from 10’ to 8’ adjacent to Greenfield Avenue widening – Minimal utility impacts HAZELWOOD GREEN
Second Avenue/Irvine Street/Hazelwood Avenue HAZELWOOD GREEN
Second Avenue/Irvine Street/Hazelwood Avenue • Second Avenue/Irvine Street Southbound – 1 dedicated left turn (100 feet) – 1 thru-right • Second Avenue/Irvine Street Northbound – 1 left-thru-right – Bus stop and shelter along Second Ave/Irvine St Northbound near Hazelwood Ave HAZELWOOD GREEN
Second Avenue/Irvine Street/Hazelwood Avenue HAZELWOOD GREEN
Second Avenue/Irvine Street/Hazelwood Avenue • Mitigation: – 4 foot widening to include four 10 foot lanes on Second Ave/Irvine St – Second Ave/Irvine St Southbound – Lane movements remain the same – Second Ave/Irvine St Northbound - 1 dedicated left turn lane (75’), 1 thru lane, 1 thru-right lane – New sidewalks by widened edge (10 foot sidewalk south of Hazelwood Ave and 12 foot sidewalk north of Hazelwood Ave) HAZELWOOD GREEN
Second Avenue/Irvine Street/Hazelwood Avenue • Mitigation: – ADA ramps and piano key style crosswalks – Restriping of pavement markings – Right-of-Way sliver takes – New drainage inlets/utility coordination – City/Port Authority coordinating bus stop and bus shelter. Potential to providing three adjustments: • Movement of shelter to Flowers Ave • Addition of bus stop along Hazelwood Ave heading east • Addition of bus stop along Second Ave/Irvine St heading north HAZELWOOD GREEN
