Using the right tool to solve the right problem • Residence-based modeling: number of students expected to reside within an attendance area o Tools to change the model are geographic: re-shaping attendance area boundaries, adding/removing capacity in specific locations • Attendance-based modeling: number of students expected to attend a specific school/program o Tools to change the model are policy-based: special programs (e.g. magnets, dual enrollment, pre-K), school choice, out-of-district allowances Geography and policy are complimentary, but residence-based modeling is the foundation.
