  4. A Communities Safety Compromised by Lack of Revenue

  5. � Homicides: 27 homicides, 10 past 4 months of 2013 � Gangs: At least 3000 active gang members in Salinas & 16 active gangs, 1 shooting every 3 days! � Crime: average per month 2013; 90 burglaries - 200 theft - 85 vehicle theft - 1 arson - 2 rape - 350 robbery - 133 assaults � Drugs: 90% of juveniles incarcerated use drugs - Salinas and Salinas schools have a drug problem � Sex offenders: Salinas has 230 sex offenders living in Salinas

  6. � Insufficient police officers ◦ Salinas homicide clearance rate is 20% � (national average is 40% to 80%) � School Resource Officers ◦ All Resource officers eliminated with budget cuts ◦ Student safety has been compromised

  7. � Police Facility ◦ 1958 police facility which housed 60 sworn officers at that time is now outdated & in ill repair ◦ Current facility is crowded, unsafe, has sewer pipes leaking in evidence locker room.

  8. � Fire Department ◦ Outdated equipment and fire engines ◦ Buildings in need of repair and updates ◦ Non functional emergency generators

  9. � Code Enforcement ◦ Back logged 6298 case ◦ Receives 20 to 40 calls per month ◦ 5 active chemical cases due to people working on cars in garage or storage ◦ Have only 3 ½ officers ◦ Building department assists code enforcement 50%; police 25% & fire 25%

  10. � Economics ◦ Loss of business due to our gang and violence problem ◦ SPARC public meetings, citizens rated Crime, and Violence #1 problem hindering our Economic Growth.

  11. � Image Problem ◦ Salinas Golf and Country Club is considering removing “Salinas” from their name due to negative connotations ◦

  12. This identifies the problem, however, we have gone beyond just identifying a problem. As a committee we are here to propose a solution.

  13. � Status Quo . Business as usual � OR � One Cent, unfocused General Tax for city � OR � Results driven one cent Special tax delivering on public safety solutions.

  14. � Wishful thinking ! � More police officers promised since 1957! � Historically ◦ More Enforcement = Lower crime. ◦ Less enforcement = Higher crime. � This solution HAS NOT WORKED

  15. � Goes in the General Fund, can be spent any way current or future council wants to. � Can not be guaranteed to focus on Public Safety. � � If it can not solve the main problem, what good is it?

Total Tax Revenue Total Tax Revenue 1/4 Cent or 25% of revenue towards Deferred Compensations 1/4 Cent or 25% of revenue toward ending Friday Furlough for City Hall 1/4 Cent or 25% of revenue towards proposed Budget Deficit to CALPERS. 1/4 Cent or 25% of revenue to be divided amongst 23 priorities, already identified by City Council at Revenue Measure Study Session. IS PUBLIC SAFETY A PRIORITY HERE? This solution WILL NOT WORK

  17. � Provides for Fire Station Improvements and new Equipment for the Fire Department. � Provides enough code enforcement officers for uniform and consistent enforcement of City Code. � Provides Police Department enough manpower for crime prevention, intervention and suppression. � Provides for a new Police headquarters.

  18. � One Cent Sales Tax � Generates approximately 20 Million Dollar annually. � Special tax, not general fund. � Focused on Public Safety, Police, Fire and Code Enforcement. � 15 year Sunset Clause. � Consistent source of funding through city leadership changes.

  19. � 1 -- 100 additional police officers � 2 -- Funds for police equipment � 3 -- School Resource Officers � 4 -- Community Service Officers � 5 -- $2.4 million to the Fire Department -- facility upgrades � 6 -- $2.5 million to the Fire Department -- equipment procurement (new ladder trucks, first response medical vehicles)
