SIGN REGULATIONS GENERAL CONSIDERATIONS S2 As the Village updates its Sign Regulations, the following general concepts should be kept in mind: ▪ Establish context-sensitive signs that are appropriately sized for each district or corridor of the community ▪ Ensure signs are located and sized so that “the intended audience, generally the passing motorist, can react and make necessary traffic maneuvers safely ” ▪ Remember that signs impact the image of roadway corridors, including how safe and welcoming a space is to pedestrians and bicyclists ▪ Strike a balance ensuring sign standards respect all perspectives, including property owners, neighbors, and the overall community STEERING COMMITTEE METING #2 | JULY 16, 2019 | HOMER GLEN COMPREHENSIVE PLAN UPDATE

  3. SIGN REGULATIONS CONTENT-BASED SIGNS | Reed v. Town of Gilbert S3 Compliance with the 2015 landmark U.S. Supreme Court case will be critical to updating the Village’s Sign Regulations ▪ The case clarified when municipalities may impose content- based restrictions on signage ▪ Primarily associated with freedom of speech protected by the 1 st and 14 th Amendments, including content relating to religious, political, or ideological messaging ▪ Since the 2015 court decision, many municipalities have taken steps to ensure their Sign Codes comply with the ruling by amending any language that may impose content-based restrictions on signage STEERING COMMITTEE METING #2 | JULY 16, 2019 | HOMER GLEN COMPREHENSIVE PLAN UPDATE
