Background  NSS opened about 25 years ago  Operated in multiple facilities (William Aberhart High School, Ernest Manning High School) prior to moving to WinSport  Leased space at WinSport was intended to be temporary  Government pledged money for a capital project based on negotiations for the old Ernest Manning site  Funding is no longer available

  7. Issue  NSS has been identified on the Three-Year System Student Accommodation Plan (SSAP)  Lease for space at WinSport expires June 20, 2020  It is not financially sustainable for the program to continue operating at the WinSport location

  8. How Will We Address This Issue?  Share information with you about options for the future  Gather your feedback on these options in alignment with our Dialogue Framework

  9. What Else Will Guide Decision- Making? In addition to stakeholder input and feedback, the CBE will be guided by:  CBE Values  Students come first  Learning is our central purpose  Public education serves the common good  CBE Planning Principles  Minimize disruptions for students  Provide program continuity from kindergarten to Grade 12  Keep cohort groups of students together  Allow students to attend school as close to home as possible  Provide long term sustainability  Use space and resources effectively

  10. CBE High School Engagement  Decisions about NSS, and all unique setting schools, are “out of scope” for the current CBE high school engagement that seeks to balance enrolment across 20 high schools  Changes arising from the high school engagement project will be made by October 2021, and implemented Sept. 2022

  11. Decision to be Made By the end of February 2020, CBE administration will make a recommendation to the CBE Board of Trustees about the location and program delivery of the National Sport School for the 2020-21 school year and beyond. A final decision about the future location and delivery of the program will be made by the Board of Trustees by end of May 2020.

  12. Option A  NSS students will be relocated and operate out of a CBE high school (strong consideration for Bowness)  Where possible, students are integrated with other students for classes  In some circumstances, students would come together as NSS students for some courses  All students would be able to be accommodated within single site  Students would continue to access WinSport by self transport

  13. Option B  NSS program closure  Students attend their designated school  CBE schools have the flexibility to work around athletes’ schedules and needs  CBE schools have the capacity to accommodate CBE students who repatriate to their designated high school

  14. Decision-Making Process  Any time a program moves from one location to another or a program closes, the decision will go through a “closure process .”  The closure process requires that a formal report be presented to the CBE Board of Trustees.  Report is submitted by CBE administration, but final decision is made by the Board of Trustees.  New process for school/program closures effective November 2019.

  15. Timeline Nov. 26 – Dec. 13, 2019: Online survey opportunity January 2020: In-person meeting with NSS students and parents February 2020: Report presented to Board of Trustees for consideration Spring 2020: Decision is made by Board of Trustees
