Saskatchewan Health Authority Key Dates August 2016 Government of Saskatchewan establishes an advisory panel a four-point mandate to provide advice on the further structure of the health system in Saskatchewan. The Advisory Panel presents its report to Health Minister Jim Reiter who accepted all January 2017 recommendations, and announced the province will begin work to consolidate the 12 existing regional health authorities into a single provincial health authority. March 2017 Legislation introduced for a single health authority. May 2017 Saskatoon chosen as Saskatchewan Health Authority head office. June 2017 Saskatchewan Health Authority Board of Directors appointed. August 2017 Saskatchewan Health Authority CEO announced. December 2017 Legislation proclaimed to launch the Saskatchewan Health Authority on December 4, 2017.
Saskatchewan Health Authority Background In recommending the move to a single provincial health authority, the Advisory Panel noted this structure would result in many benefits to patients and staff: • Reduce complexity and administration, leading to more agile and responsive decision-making. • Enable health care providers to coordinate their efforts and serve patients better, resulting in more seamless continuity of patient care. • Establish one provincial approach to plan and deliver health care services. • Break down geographic boundaries and service silos, to provide more consistent and coordinated health care services across the province. • Increase efficiencies and reduce duplication in the health system.

Saskatchewan Health Authority Mandate 1 • Recommend a new structure that transitions 12 existing RHAs to a single, provincial authority. • Create service integration areas. • Implement the Primary Health Care Framework. • Use Community Advisory Networks to achieve a patient and family centred health system. • Engage with Indigenous partners.
Saskatchewan Health Authority Mandate 2 • Consider opportunities to consolidate clinical or health system support services. • Pursue opportunities for consolidation of clinical services within and across the service integration areas. • Allow for a standardized approach to a range of health system support services. • Over next two years, Government of Saskatchewan should review the governance arrangements with key partners. • Health Quality Council (HQC) should remain as an independent organization.
Saskatchewan Health Authority Mandate 3 • Review current legislation and processes to achieve appropriate accountability. • Establish a Board to govern the activities of the Provincial Health Authority. • Clarify the respective roles and responsibilities of SHA and the Ministry of Health for strategic planning and operational management • Ensure physicians play an active role in the planning, management and governance of the health system.
Saskatchewan Health Authority Mandate 4 • Identify processes to enhance management information to improve and observe on performance management of the health care system. • Create the capacity to standardize data collection and analysis across the health system. • Task the HQC to work with the Provincial Health Authority and the Ministry of Health in monitoring and reporting on the experience and outcomes of patient care.
Vision: One provincial health authority that is focused on better coordination of health services across the province will ensure patients receive high quality, timely health care, regardless of where they live in Saskatchewan.

Saskatchewan Health Authority Creating a High Performing System • There is a phased process to fully develop SHA’s organizational structure: • Phase One: September to December 2017 (COMPLETE) – The senior leadership structure announced in late September 2017 set the stage for subsequent organizational structure development. It was important to have senior leaders involved in determining the needs for their portfolios for the next phase. • Phase Two: January to March 2018 (COMPLETE) – This phase determined all Executive Director and some Director positions. • Phase Three: April 2018 – Executive Directors will determine the structural needs of their teams to finalize the full out-of-scope organizational structure. This may take several months to conclude.
