Principles • Solution -focussed, like RT3 – Centred around user, NOT product • Multi-award for some categories – Software, and any other product which can have individual preference/training • Services bundled where applicable/needed – Assessment, Training, After-care, Service & support – Value for money! • Must be easier to use for end-users and SCM • SITA certification for ICT-based devices • Broaden scope to include more special needs ( urgent requirement in Government) • RT274 scope overlap and replacement?

SITA Role • In terms of SITA regulations, Public Service Regulations, NT Practice Note 5 (2009): – SITA must certify ICT goods and services for Government • All ICT-based goods on transversal contracts subject to certification process • Certification criteria: – Interoperability – Security – Functionality – Performance – Standards – TCO (total cost of ownership)

  6. Specification Structure • Summary sheet: Profiles • Categories split into individual sheets • Structure based on RT3 • Section 1: Common specifications @ top – Requirements applied to entire category • Section 2: Price list with Item details

A&A Education Subcommittee Process • Working Group on Affordable and Accessible ICT for Persons with Disabilities, Education subcommittee • Role players: Assistive associations (e.g. Blind SA, Deaf SA), DTPS, DBE, CSIR, SITA, Industry, Universities, Provinces • Identified many challenges with assistive solutions (cost, assessment, teacher training, fruitless expenditure) • Developed high-level specifications for schools to establish standards towards cost-effective procurement

Draft RT275-2020 Technical Specification • Discuss categories – Logical split between Complexity, Functionality, Requirements (service, specs, warranty, samples, updates, etc) – Had to mix types of disabilities to restrict number of categories • Discuss categorisation of items • Shortcomings and additions • Given the descriptions in the draft documents, will you be able to submit a tender? • Please submit feedback in writing (on draft document) for action by BSC • Further worksessions required with subject matter experts
