Road Safety
Background • Government has set targets to reduce the number of children killed and seriously injured (KSI) – contained in ‘Tomorrow’s Roads, Safer for Everyone’ • Also targets to reduce the number of people of all ages killed and seriously injured and the number of slight casualties • Child KSI target is to reduce the number of children killed and seriously injured by 25% by 2010 based on the 2001 to 2004 average figure • The second South Yorkshire Local Transport Plan (LTP) covering the years 2006 to 2011 and the associated Road Safety and Casualty Reduction Strategy sets out how these targets will be achieved • Progress towards targets measured by Best Value Performance Indicator 99 • In South Yorkshire we are currently examining how the road safety objectives of the LTP are delivered – road safety exemplification • Focusing on how resources are targeted to secure maximum casualty reductions • May lead to ‘worst first’ approach • Could result in changes to our methods of working and initiatives we use in future
Education , training and publicity • Campaigns led by Road Safety Officers in Planning & Transportation • Aim to change road users’ attitudes and behaviour • Education programmes are largely school based and involve advising and working with teachers • Training programmes are targeted at specific types of road user or age group • They are intended to develop practical road user skills, for example cycling and walking skills • Publicity campaigns are used to reach a wide audience • Can be used to inform people of changes to the law, for example the recent changes to legislation covering child car seats
Education Examples of things we have recently provided • Booklets for parents of new starters • Resources and practical help to assist with projects • Starting out leaflets and diaries for year 6 pupils who are making the transition to comprehensive schools • Ape Theatre Company’s production “Pills, thrills and automobiles” for years 10 to 13 • Support and administration of our Junior Road Safety Officers Scheme in Primary Schools • Richard Rozel Road Safety Show for primary school children • Talks to groups of new mothers on transporting children safely in the car and other issues, in conjunction with Health Visitors • Support of the South Yorkshire Driver Improvement Scheme

Training We have recently provided • Cycle training for 400 junior children • Walking bus training and implementation • Pedestrian training for children in several schools • A scenario at the “Crucial Crew” initiative at the Magna Lifewise Centre, aimed at year 6 Junior pupils. 3000 children were involved • Training course for practitioners on the recent changes to the seatbelt wearing regulations • Child car seat check days in conjunction with S.Y Police and local retailers

Publicity • Support National Campaigns i.e. Drink/drug driving, speed, fatigue and changes in legislation such as the carriage of children in cars • Provide local campaigns targeted at specific problems in Rotherham. • Work with the other three South Yorkshire Authorities on campaigns to highlight problems affecting the whole area • Provide personalised parking outside school leaflets • Provide banners discouraging parents from parking outside the school entrance • Promoted the “Seatbelt sheriff” initiative in schools to raise awareness of the changes in the law regarding the carriage of children in cars
