WATER QUICK FACTS CURRENT POPULATION OF THE STATE OF TEXAS 26 MILLION ESTIMATED TO BE 46 MILLION BY 2060 SIGNIFICANT WATER INFRASTRUCTURE & WATER MANAGEMENT STRATEGIES MUST BE IMPLEMENTED STATE WIDE IN ORDER FOR THE STATE TO AVOID SERIOUS ECONOMIC CONSEQUENCES IN BOTH METROPOLITAN AND RURAL AREAS. ANNUAL ECONOMIC LOSSES FROM NOT MEETING THE STATES WATER SUPPLY NEEDS COULD RESULT IN A REDUCTION IN INCOME OF APPROXIMATELY $11.9 BILLION ANNUALLY IF CURRENT DROUGHT CONDITIONS APPROACH THE DROUGHT OF RECORD, AND AS MUCH AS $115.7 BILLION ANNUALLY BY 2060, W/ OVER MILLION LOST JOBS.

WATER QUICK FACTS REGION D – NORTHEAST TEXAS (19 COUNTIES) - POPULATION ESTIMATED TO BE 1.4 MILLION BY 2060 (TODAY AT APPROX. 900,000) - 3% OF THE STATES POPULATION YEAR 2010 REGION C – NORTH TEXAS (16 COUNTIES) - POPULATION ESTIMATED TO BE 13 MILLION BY 2060 - 26% OF THE STATES POPULATION YEAR 2010

WATER QUICK FACTS ACCORDING TO THE AMERICAN CIVIL ENGINEERS GROUP THE GROSS DOMESTIC PRODUCT LOSSES FROM NOT UPGRADING COULD COST THE US $416 BILLION BY 2020 FROM CONSTANT SYSTEM BREAKDOWNS AND CONSTANT REPAIRS INSTEAD OF DOING IT RIGHT. NATIONALLY WE LOSE ABOUT 1.7 TRILLION GALLONS OF WATER A YEAR FROM PIPE LEAKS.

  8. WHAT IS A WATER DISTRICT A DISTRICT IS CREATED TO CONSERVE AND DEVELOP WATER RESOURCES (NATURAL RESOURCES) IN ORDER TO CONTROL, STORE, PRESERVE AND DISTRIBUTE WATER (NATURAL RESOURCES). A DISTRICT SERVES AS A SINGLE VOICE (ESTABLISHING A COOPERATIVE TONE IN A REGION) AND SUPPLIER FOR MULTIPLE ENTITIES (CITIES, COUNTIES, INDUSTRIES, DEVELOPMENT CORPORATIONS ETC.) IN RELATION TO NATURAL RESOURCES (WATER).

EVOLUTION & FUNCTION OF WATER DISTRICTS IN NORTH & NORTHEAST TEXAS NORTH TEXAS MUNICIPAL WATER DISTRICT (NTMWD) IN 1951, LOCAL LEADERS FROM TEN COMMUNITIES FORMED THE TRI- COUNTY RESERVOIR ASSOCIATION. EVENTUALLY THE TRI-COUNTY RESERVOIR ASSOCIATION EVOLVED INTO THE NTMWD WITH THE AUTHORITY TO DEVELOP, FINANCE, CONSTRUCT AND OPERATE FACILITIES IN RELATION TO WATER NEEDS FOR THE TEN COMMUNITIES. THE ORIGINAL 10 COMMUNITIES WERE: FARMERSVILLE, FORNEY, GARLAND, MCKINNEY, MESQUITE, PRINCETON, PLANO, ROCKWALL, ROYSE, WYLLIE, RICHARDSON (1973), ALLEN(1998) AND FRISCO (2001 ).

  10. REGIONAL DISTRICTS CONT. TODAY THE NTMWD PROVIDES WATER TO OVER 1.5 MILLION PEOPLE WHICH INCLUDES 60 CITIES , SPECIAL UTILITY DISTRICTS AND WATER SUPPLY CORPORATIONS. 1954 – NTMWD BEGAN OFFERING WHOLESALE WATER SERVICES 1972 – NTMWD BEGAN OFFERING WASTEWATER SERVICES 1980 – NTMWD BEGAN OFFERING SOLID WASTE SERVICE

  11. REGIONAL DISTRICTS CONT. UPPER TRINITY REGIONAL WATER DISTRICT (UTRWD) CREATED IN 1989, UTRWD PROVIDES WATER, WASTEWATER AND SOLID WASTE SERVICES ON A WHOLESALE BASIS. UTRWD IS COMPRISED OF 21 CITIES, 1 UTILITY AUTHORITY AND 3 SPECIAL DISTRICTS. MOST OF THE CITIES ARE IN DENTON COUNTY AND APPORTION OF COLLIN COUNTY.

  12. REGIONAL DISTRICTS CONT. NORTHEAST TEXAS MUNICIPAL WATER DISTRICT (NETMWD) NETMWD WAS FORMED IN 1953 IN ORDER TO DELIVER WATER SUPPLY TO INDUSTRIES AND COMMUNITIES IN NORTHEAST TEXAS. ORIGINAL MEMBER CITIES; AVINGER, DAINGERFIELD, HUGHES SPRINGS, JEFFERSON, LONE STAR, ORE CITY, PITTSBURG, OTHER MEMBERS INCLUDE LONGVIEW (1995), LONE STAR STEEL (1999), LINDEN (2000), MARSHALL (2004), DIANE, LARLETON, MIMS,

HISTORY OF REGIONAL COOPERATION 1956 – TT ENTERS INTO AN AGREEMENT W/ TEXARKANA WATER SUPPLY CORPORATION TO CONSTRUCT THE FOLLOWING FACILITIES; LAKE INTAKE AND PUMP STATION, PUMPING STATION, WATER SUPPLY LINE & METER EQUIP, WATER TREATMENT PLANT, TRANSMISSION MAINS (TEXARKANA WATER SUPPLY CORPORATION, A TEXAS NON-PROFIT CORPORATION PROVIDED FACILITIES FOR THE TREATMENT AND TRANSPORTATION OF WATER TO THE CITES OF TEXARKANA, TEXAS AND TEXARKANA, ARKANSAS.

HISTORY REGIONAL COOPERATION 1965 – TT PASSED RESOLUTION 117-65 AGREEING TO ACT AS AN AGENT FOR REGIONAL COMMUNITIES IN ACQUIRING ADDITIONAL STORAGE SPACE AND WATER PERMIT IN LAKE WRIGHT PATMAN. TT AND NEIGHBORING CITIES UNDERTOOK THE SPONSORSHIP OF THE CONVERSION OF APPORTION OF THE FLOOD CONTROL POOL IN LAKE WRIGHT PATMAN THROUGH THE PURCHASE OF CONVERSION STORAGE IN THE COOPER RESERVOIR 1966 – TT AND REGIONAL COMMUNITIES AGREE TO ORGANIZE THE LAKE TEXARKANA WATER SUPPLY CORPORATION (LTWSC) WHICH INCLUDED TEXARKANA, TX, TEXARKANA, AR, WAKE VILLAGE, HOOKS, MAUD, NEW BOSTON, DEKALB, ANNONA, AVERY, DAY & ZIMMERMAN, NASH, REDWATER, RED RIVER COUNTY, CENTRAL BOWIE WSC, ALUMAX, OAK GROVE WSC, INTERNATIONAL PAPER, D.CANNON. LTWSC PRINCIPAL OFFICE WAS LOCATED IN NEW BOSTON AT THE BOWIE COUNTY COURTHOUSE. (FEBRUARY 9, 1966 LTWSC IS ORGANIZED) FOR THE PURPOSE OF FURNISHING A WATER SUPPLY TO TOWNS, CITIES, PRIVATE CORPORATIONS, INDIVIDUALS AND MILITARY CAMPS.

HISTORY REGIONAL COOPERATION 1969 – TT ENTERED INTO A WATER SUPPLY SYSTEM SALE-PURCHASE- FINANCING AGREEMENT W/ LTWSC., WHEREBY LTWSC ISSUED $8,400,000 TO RETIRE DEBT OF THE FORMER TWS OF APPROX. $2.5 MILLION AND CONSTRUCT RAW WATER PUMP STATIONS, WATER TREATMENT PLANT, GROUND STORAGE, ELEVATE STORAGE, TRANSMISSION MAINS.

  16. RWRD INCEPTION 2002 – SEVEN SMALLER COMMUNITIES ALLEGED TEXARKANA, TEXAS (TT) OVERBILLED THEM. AFTER SEVERAL YEARS OF DISCONTENT AN AGREEMENT WAS REACHED TO FORM A DISTRICT. 2008 (MAY) – TT COUNCIL APPROVED AN ORDINANCE FOR THE PURPOSE OF WORKING COOPERATIVELY IN CREATING A WATER DISTRICT.

  17. RWRD INCEPTION 2008 (JULY APPROX.) – GOVERNANCE GROUP CONSISTING OF MAYORS, CITY MANAGERS AND EXECUTIVE DIRECTORS BEGIN MEETING IN ORDER TO IDENTIFY AND IMPLEMENT A NEW WATER DISTRICT. 2008 (DECEMBER) – TT CITY COUNCIL APPROVES RESOLUTION EXPRESSING SUPPORT FOR AND SPEEDY ENACTMENT OF LEGISLATION CREATING THE RWRD. 2009 (MAY) – TEXAS STATE LEGISLATORS APPROVE SB 1223 CREATING RWRD.

  18. RWRD INCEPTION 2011- TEXAS LEGISLATORS APPROVE NEW LEGISLATION AMENDING THE STRUCTURE OF THE RWRD BOARD AND APPOINT A CONSERVATOR (CLYDE). 2012 (JULY 4) – CONSERVATOR TURNS RWRD OPERATIONS OVER TO NEW BOARD MEMBERS 2013 (MAY) – RWRD BOARD HIRES EXECUTIVE DIRECTOR

  21. WHAT HAS RWRD DONE SINCE 2009 CONT. C. OBTAINED $65,000 GRANT FROM TEXAS WATER DEVELOPMENT BOARD TO COVER HALF THE COST ASSOCIATED W/ PHASE III OF CH2MHILL STUDY. D. EXECUTED MOU W/ TEXARKANA, AR EST. A RELATIONSHIP TO WORK IN COOPERATION REGARDING VARIOUS WATER ISSUES. E. EXECUTED MOU W/ SOUTHWEST AR WATER DISTRICT EST. A RELATIONSHIP WORKING IN COOPERATION W/ EACH OTHER IN ORDER TO PROVIDE AMPLE WATER SUPPLIES AT A REASONABLE PRICE.

  22. WHAT HAS RWRD DONE SINCE 2009 CONT. F. EXPANDED MEMBERSHIP TO INCLUDE – CITY OF LEARY, CITY OF NASH, CITY OF ATLANTA, CITY OF REDWATER, RED RIVER COUNTY AND BOWIE COUNTY. G. RETAINED CROSS OAK GROUP FOR VARIOUS LOBBYING EFFORTS DURING THE RECENT LEGISLATIVE SESSION. H. SUBMITTED PROJECTS TO REGION D PLANNING GROUP FOR INCLUSION IN THE REGIONAL PLANNING DOCUMENT. I. HIRED NEW EXECUTIVE DIRECTOR

ATTEND REGIONAL AND STATE NATURAL RESOURCE PLANNING AND DEVELOPMENT MEETINGS TO ENSURE INTEREST OF MEMBER AND CORPORATE ASSOCIATES ARE BEING REPRESENTED. D.
