RIE : Starting point On May 25 th , 2012, the Council of Ministers has decided to implement a “secured interdepartmental telecommunication network, unifying departmental networks and ensuring that any public service could go on even in case of severe Internet failure”. The network will replace overall existing departmental networks (17 000 sites). 2

SCN RIE : a dedicated government agency With national authority: • SCN RIE = Service à Compétence Nationale - Réseau Interministériel de l’Etat • SCN RIE = national (metropolitan and overseas) authority • Accountable to the Prime Minister • National and international connectivity will be provided to all public administrations SCN RIE assignments: • Design and roll-out of the network • Management of the network including security and operations • Implementation of shared services 4

  8. RENATER: a few words Our users: • ESR = 230 000 researchers and professors • 2 300 000 students • 700 institutions, 1300 sites connected RENATER : a GIP (public, non for profit) • 55 staff in 4 locations, 23M € /year • A NOC and CERT for operational network 8

  11. Network RENATER: some figures • 11,900 km of fibre optics (RIE 3000 km) • 120 links (RIE 22 links) • 72 points of presence (RIE 14 PoPs). • Network: 125wavelengths(10G)(RIE 10 G) • 1346 ports in mainland France and French overseas departments and territories. 11

  13. • When comparing networks/footprint, the synergy between the two networks seems obvious • In addition, the optical equipment deployed on RENATER are capable of generating additional wavelengths 13

SCN RIE (Prime Minister) viewpoint • Significant delay saving • RENATER expertise does not exist elsewhere in French governmental organisation • Substantial financial savings • Half of the savings will be reallocated as an additional budget for RENATER • RENATER will propose a plan for future investment for the Research & Education Community 14

Research and Higher Education Ministry 2 opposite viewpoints in principle : • RENATER must stay focused on the ESR community and has to keep on beeing responsive to its needs and requests • We are pleased to see that 20 years of investment for the R&E, have an extension for an operational service for French State. It is a success for the research community. 15

RIE chosen solution • Provision of optical circuits (dedicated wavelengths) • All other services are separated (switching, supervision, operation ,…) • Strengthen of the security of the two networks (including increase of thr security in all the POPs) • In terms of staff management: RENATER separates the « RENATER » team and « RIE » team 16
