Project: reform of the health fysics system • GRPIR (ARBIS/RGPRI) of 2001 needed to be altered – Clarification of the role and responsibilities of the Recognised Inspection Organisation • Recommendation of the IRRS audit: – Clear distiction between the roles and responsibilities of the licensee/company manager vs those of the safety authority • Partial transposition of the European Directive – Redistribution of the tasks of the qualified health physics expert (RPE) and the radiation protection officer (RPO) 2

  4. Organisation of the health physics Every licensee has to organise an internal health physics department! Mission = all measures in place to ensure the health physics adequate measures ~ risk Linked to Qualified Health Physics Expert (QHPE) Medical Physics Expert Safety advisor class 7 prevention department Possibility of having a mutual health physics department Assistance of QHPE in case of emergency 4

  7. Health Physics Department Tasks and responsibilities 3 types of tasks 1. Systematic execution of the radiation protection tasks in the workplace: Radiation Protection Agent (AgSB, AgRP) 2. Specific tasks that require the intervention of a Qualified Health Physics Expert 3. Tasks specifically for Class I facilities → documented in health physics register Head of HPD: coördination and organisation of the execution of these tasks 7

Radiation Protection Agent • Role of the RP Agent The systematic execution of the tasks linked to radiation protection in the workplace → daily tasks → according to procedures approved by the QHPE → linked to the Health Physics departement • Education linked to the type of practice/installation + approved by the QHPE • Continuous education 8

Qualified Health Physics Expert • Basic degree = Master in engineering or exact sciences • (additional) education and training: • Radiation protection : 12 ECTS • Safety (sureté/veiligheid) : • 24 ECTS (reactor)/18 ECTS other Cl. I • 100h Cl. IIA ; 50h. Cl II (-III) • not necessary for existing QHPE • QHPE transport : • 50h expert T1 (including 20 h advisor class 7) • 20h expert T2 (including 20 h advisor class 7) 9

  10. Qualified Health Physics Expert • Works either for a specific licensee (internal QHPE) • Or as part a Recognised Inspection Organisation in Health Physics (external QHPE) ! No isolated QHPE! 10

Recognised Inspection Organisation for Health Physics • Multidisciplinary association of QHPE • Service providers (health physics tasks) paid by and under the responsibility of the licensee/transport organisation • No longer delegation FANC! • Clear procedures and criteria/proces to apply for an agreement • TR on RIO with more specific requirements 11

Declaration criteria - Significant events that responds to 1 or more of the declaration criteria - Criteria divided into sections : - Safety and/or radiation protection of workers and members of the public - Import, transit or export - Transport - Radiation protection, health and/or quality of life of patients (or the unborn child) - “ other ” 16

  19. Transition measures • Organisation of the health physics department – Class II and III: 2 years • Existing mutual HPD’s : approval from FANC within 6 months (1 july 2019) • Existing QHPE: agreement valid until end date in agreement + no additional basic training 19/x
