Regulatory Gatekeeping Unit (RGU) The closure of the public consultation period completed the 1 st tier of the RGU process. Concept Paper The Review Team produced a Consultation Regulatory Impact Assessment RIS in form of a Concept Paper which outlined early understandings of the policy Consultation Regulatory issues and called for comments from stakeholders. Impact Assessment RIA The Review Team is utilising the information received during Concept Paper consultation to commence 2 nd tier of the RGU process. Decision Paper The Decision RIS is a detailed document to objectively weigh up the cost and benefits of each option and discuss the consultation Decision Regulatory outcomes including any changes in the preferred options outlined in the Concept Impact Assessment Paper. The outcomes of this analysis will be outlined in the Decision Paper.
