ITW Shippers’ Video Loading Rolls Of Fine Paper & Newsprint • 6 ½ min. video is our FIRST ROUGH CUT – Currently in process of review w/railroad loading experts & roll paper shippers • After review we will make minor changes and add professional voice over – Wait to finalize video as the railroad DPC is now voting on new method to secure partial layers • Voting should be done by April 30, 2009.

SECURING PARTIAL LAYERS With Two 1 ½” Anchor Straps Illustration provided by CSX Transportation The above method has been successfully tested by the A.A.R. One 6” high riser and two anchor straps should be used to secure partial layers in fine paper and newsprint shipments. Use 1 ½” wide approved non-metallic banding applied a minimum of 36” behind face of load.

SUMMARY After DPC passes 2 strap anchor • brace method, there will be 3 methods to secure partial layers 1) Two 1 ½” anchored straps – New Method 2) One 1 1/4” unitizing band – Existing Method 3) 50% contact as shown in the video - Existing Method
