Briefing: Statewide Catastrophic Incident Planning Team (SCIPT) Critical Transportation Workshop
Update: RARET Organizational Structure Existi ting Struct ctur ure: e: During the 2017-2019 Biennium, RARET adopted a co-chair structure with goal of having co-chairs representing Emergency Management and Transportation. Propose sed d Struct ctur ure: e: Establish a Steering Committee to better reflect the regional distribution and diverse perspectives of RARET workgroup stakeholders.
Steering Committee Role • Provide leadership to the Regional Alliance for Resilient and Equitable Transportation (RARET). • Make strategic decisions regarding the direction and prioritization of the RARET Action Plan. • Ensure accountability to RARET Action Plan projects and grant deliverables. • Review and approve project schedules, scope, and goals. • Guide the development of RARET bimonthly meeting agendas.
Steering Committee Member Commitment • Two-year service commitment with evaluation at end of each calendar year for vacancies. • Attend bimonthly RARET meetings and steering committee meetings regularly. • Attend RARET events/trainings and assist as needed. • Disseminates RARET-related projects and events to their network and improves RARET visibility by encouraging stakeholder participation. • Provides recommendation for position replacement upon vacating steering committee role.
Steering Committee Selection Assumptions • The Steering Committee will consist of 6-8 members. • Steering Committee will feature representation from Urban Area Security Initiative (UASI) Vulnerable Populations position representatives. • The Steering Committee will strive to have representatives across the Puget Sound region and various sectors. • RARET staff support will primarily serve as a resource and meeting facilitator
Steering Committee Proposed Affiliations Steering Committee members are established representatives within each region or sector that can increase regional stakeholder engagement and move projects forward. The recommended affiliations include: King County (1) Pierce County (1) Snohomish County (1) Emergency management (1) Transit Agency (1) Transportation Provider (liaison to Transportation Provider Network) (1) Health and Human Services (1) End users/community advocates (1)

RARET Workgroup Partner Expectations • Participates in bimonthly RARET Workgroup Meetings and Project Taskforce groups when applicable. • Serves as subject matter expert and collaborator for RARET projects and initiatives. • Disseminates RARET-related projects and events to their network. • Participates in shared decision making and provides feedback on RARET initiatives when requested.
RARET Alliance Member Expectations • Stays informed of RARET activities via the email distribution list or RARET newsletter. • Receives invites to RARET trainings, summits, or exercises when applicable. • Can participate in Project Taskforce groups when applicable.
RARET Transportation Provider Network Expectations • Maintains annual voluntary commitment to participate in the Alliance. • Stays informed of RARET activities via the email distribution list or RARET newsletter. • Receives invites to RARET trainings, summits, or exercises, and participates when applicable. • Completes semi-regular surveys to document readiness to assist and/or operating status during adverse weather or emergencies. • Provides feedback on RARET projects or initiatives when requested.
