  23. GCC CARBON NEUTRAL FRAMEWORK • What is Carbon Neutrality? • Four steps to Carbon Neutrality • SMARTTool Update • CARIP Reporting Process • Recognition and Resources

  24. Carbon Neutrality Reductions 1. Emissions Corporate GHG’s must be “balanced off” or 2. “offset” by a reduction in emissions from somewhere outside the organization. The Workbook: Helping Local Governments Understand how to be Carbon Neutral in their Corporate Operations.

  25. Local Gov’t Carbon Neutral Boundary Corporate GHGs Emitted Community Wide GHGs Reduced Local Government Corporate Operations Traditional Services: - Administration and Governance GHGs from Local - Drinking, Storm and Waste Water Government’s - Solid Waste Collection, Transportation and Diversion corporate operations - Roads and Traffic Operations in “traditional” - Arts, Recreation and Cultural Services services - Fire Protection

  26. GCC Carbon Neutral Framework • Common approach for local governments to determine carbon neutrality. • Exclusive to BC’s local governments and customized to their needs. • Includes four key steps along the path to carbon neutrality: M EASURE R EPORT R EDUCE B ALANCE AND / OR O FFSET

  27. M EASURE Step 1: Measure • Traditional services include: - Administration and governance - Drinking, storm and waste water - Solid waste (collection, transportation, diversion) - Roads and traffic operations - Arts, recreation, parks, and cultural services - Fire protection (See: The Workbook at http://toolkit.bc.ca/cnlg)

  28. Step 1: Measure • 80 local governments using SMARTTool • Alternative tools – B.C Best Practices Methodology for Quantifying Greenhouse Gas Emissions • Contact Climate Action Secretariat:  Carbon.NeutralApps@gov.bc.ca

  29. M EASURE SMARTTool Timelines • Overall reporting deadline of June 1, 2017 • Remaining EDX transfers scheduled for: • APR 10/14 (FortisBC/BCHydro) • MAY 10/12 (FortisBC/BCHydro) • Keep an eye on your EDX messages page • “Load early and load often”

  30. M EASURE SMARTTool Refresh Project • Procurement phase of SMARTTool Refresh complete! – SoFi Enterprise selected • Some benefits of the new tool include: – Improved analytics (energy intensity, user defined reports) – Support for setting GHG targets and tracking progress – Weather normalization of energy/emissions – Flexible loading of data (multiple file formats) – Interface with NRCan’s Portfolio Manager – Track costs – Additional sustainability metrics

  31. M EASURE SMARTTool Refresh Project • Next Steps include: – Kick-off and admin training (~FEB/MAR) – System configuration (~APR-JUN) – Piloting (testing & feedback (~JUL) – Data conversion/migration (~JUL-SEP) – Client onboarding (~OCT-DEC) • Seeking volunteers for the pilot & testing phases - let us know if you are interested!
