OCP Guides Development of Housing Council’s key growth management tool: • Data informed OCP and its central theme • Over 3,000 inputs about housing • ~45% of all input in the process • A range of policies to enable ~5,000 units by 2041 • ~500 infill units (e.g., duplex, coach house) • ~1,000 ground-oriented units (e.g., row/townhomes) • ~3,500 apartment units • 20% of all units expected to be rental This housing is enabled through Council decisions about development applications HOUSING NEEDS REPORT: RECOMMENDED NEXT STEPS

Housing Needs Report • New Provincial legislation passed on May 14, 2018 • Brought into force through enabling regulation on April 2019 • Requires: • Part 1: Collection of ~50 distinct data sets (e.g., population, income, economy and housing) • Part 2: Analysis and report content development • Must be presented to Council and published by April 2022 HOUSING NEEDS REPORT: RECOMMENDED NEXT STEPS

Purpose of Housing Needs Report • Supplements understanding about housing needs • Does not replace OCP DWV • Technical exercise in data Housing Needs Report analysis • More frequent updating (i.e., every 5 years) HOUSING NEEDS REPORT: RECOMMENDED NEXT STEPS

Housing Needs Report Program • 3-Year $5 million provincial funding program • Administered through UBCM • Next application intake in Nov 2019 • Funding scaled based on net population of planning area Population Funding Maximum < 5,000 $15,000 5,000 to 14,999 $20,000 DWV Pop (2016) = 42,500 15,000 to 49,999 $30,000 50,000 to 99,999 $50,000 ≥ 100,000 $70,000 HOUSING NEEDS REPORT: RECOMMENDED NEXT STEPS

Housing Needs Report Requirement (2) Part 2: Report Content Analyze & provide statements on current and projected housing needs (e.g., # of bedrooms, affordable, rental, special needs, seniors housing, households in core need) Municipal approach: • DWV-specific • Technically-substantive exercise • Consulting support required given existing resource and priorities • Funding available through provincial program Recommend: seek funding to support report development HOUSING NEEDS REPORT: RECOMMENDED NEXT STEPS
