Societal ¡injury ¡ Societal ¡injury ¡costs ¡for ¡such ¡common ¡ costs ¡. ¡. ¡. ¡ ¡ features ¡of ¡US ¡dwelling ¡units, ¡notably ¡ on ¡the ¡order ¡ ¡ ¡ homes ¡addressed ¡by ¡ICC’s ¡ of ¡100 ¡billion ¡ Interna:onal ¡Residen:al ¡Code ¡(IRC ), ¡ dollars ¡annually ¡ ¡ are ¡on ¡the ¡order ¡of ¡100 ¡billion ¡dollars ¡ annually. ¡ To ¡appreciate ¡that ¡in ¡terms ¡ ICC ¡members ¡might ¡appreciate, ¡ICC’s ¡ reserve ¡fund ¡would ¡be ¡depleted ¡in ¡a ¡ maEer ¡of ¡a ¡few ¡hours ¡with ¡such ¡a ¡drain ¡ on ¡resources. ¡ ¡ ¡

At ¡the ¡same ¡Yme, ¡dwelling ¡units ¡which ¡ dwelling ¡units ¡ are ¡seriously ¡dysfuncYonal ¡even ¡in ¡ are ¡seriously ¡ good ¡Ymes, ¡are ¡now ¡being ¡used ¡more ¡ dysfuncYonal ¡ extensively ¡than ¡are ¡the ¡larger, ¡oben ¡ (while) ¡being ¡ public ¡buildings ¡where ¡we ¡formerly ¡ used ¡more ¡ worked, ¡were ¡educated, ¡entertained, ¡ extensively ¡ ¡ ¡ received ¡health ¡care, ¡dined, ¡had ¡day ¡ care, ¡reYred ¡in ¡relaYve ¡comfort ¡and ¡ safety, ¡etc. ¡For ¡many ¡such ¡larger ¡ buildings ¡and ¡occupancies, ¡years ¡will ¡ pass ¡before ¡we ¡return—if ¡ever—to ¡ pre-­‑COVID-­‑19 ¡pandemic ¡days. ¡

D esigned ¡under ¡ICC ¡IBC ¡rules —which ¡ effecYve ¡ have ¡faciliYes ¡far ¡more ¡aEuned ¡to ¡ human ¡use ¡ ¡ ¡ safety ¡and ¡public ¡health ¡generally, ¡ (of) ¡homes ¡as ¡a ¡ larger ¡buildings ¡are ¡more-­‑ place ¡of ¡refuge ¡ ergonomically ¡designed ¡for ¡effecYve ¡ from ¡the ¡ human ¡use ¡by ¡the ¡full ¡spectrum ¡of ¡ Corona ¡Virus ¡ users— able ¡bodied ¡or ¡with ¡mul:ple ¡ disabili:es, ¡including ¡older ¡adults — that, ¡increasingly ¡have ¡only ¡homes ¡as ¡a ¡ place ¡of ¡refuge ¡from ¡the ¡Corona ¡Virus. ¡ ¡

Thus ¡we ¡have ¡a ¡ pandemic , ¡due ¡to ¡the ¡ we ¡have ¡a ¡ virus ¡occurring, ¡exacerbaYng ¡the ¡ pandemic ¡ endemic ¡built ¡environment ¡defects, ¡ exacerbaYng ¡ due ¡to ¡the ¡double, ¡lower ¡standard ¡ the ¡ endemic ¡ promoted ¡by ¡ICC ¡and ¡its ¡“Strategic ¡ built ¡ Partner, ¡the ¡NaYonal ¡AssociaYon ¡of ¡ environment ¡ Home ¡Builders ¡(NAHB) ¡especially ¡with ¡ defects ¡ stairways ¡and, ¡to ¡a ¡lesser ¡extent, ¡with ¡ bathrooms. ¡

Thus ¡we ¡have ¡a ¡ pandemic , ¡due ¡to ¡the ¡ double, ¡lower ¡ virus ¡occurring, ¡exacerbaYng ¡the ¡ standard ¡ endemic ¡built ¡environment ¡defects, ¡ promoted ¡by ¡ due ¡to ¡the ¡double, ¡lower ¡standard ¡ ICC ¡and ¡its ¡ promoted ¡by ¡ICC ¡and ¡its ¡“Strategic ¡ “Strategic ¡ Partner,” ¡the ¡NaYonal ¡AssociaYon ¡of ¡ Partner,” ¡the ¡ Home ¡Builders ¡(NAHB) ¡especially ¡with ¡ NaYonal ¡ stairways ¡and, ¡to ¡a ¡lesser ¡extent, ¡with ¡ AssociaYon ¡of ¡ bathrooms. ¡ Home ¡Builders ¡ (NAHB) ¡

These ¡“Strategic ¡Partners” ¡must ¡be ¡ dangerous ¡ quid ¡ stopped ¡from ¡maintaining ¡their ¡ pro ¡quo ¡ ethically—and ¡possibly ¡illegal— relaYonship ¡ dangerous ¡ quid ¡pro ¡quo ¡ relaYonship ¡ that ¡endangers ¡ that ¡endangers ¡public ¡safety ¡and ¡ public ¡safety ¡ health. ¡Such ¡endangerment, ¡begun ¡in ¡ and ¡health ¡ the ¡mid-­‑to-­‑late ¡1990s, ¡must ¡now ¡stop —with ¡no ¡further ¡foot ¡dragging ¡by ¡the ¡ ICC ¡Board. ¡ ¡

Together ¡these ¡two ¡partners ¡have ¡major ¡ responsibiliYes ¡for ¡the ¡reduced ¡public ¡health ¡ two ¡partners ¡ of ¡about ¡20 ¡million ¡families ¡living ¡in ¡ have ¡major ¡ substandard ¡homes—by ¡IBC ¡standards ¡for ¡ responsibiliYes ¡ stairways ¡for ¡example. ¡Their ¡substandard ¡ for ¡the ¡ design ¡will ¡conYnue ¡to ¡encourage ¡predictable ¡ reduced ¡public ¡ and ¡preventable ¡injuries ¡for ¡at ¡least ¡several ¡ health. ¡. ¡. ¡. ¡ decades ¡to ¡come, ¡cosYng ¡society ¡a ¡further ¡ What ¡a ¡legacy ¡ trillion ¡or ¡so ¡current ¡(2020) ¡dollars. ¡This ¡is ¡the ¡ for ¡ICC’s ¡first ¡ prospect ¡even ¡if ¡ICC ¡were ¡to ¡require— and ¡its ¡ members ¡enforced —merely ¡the ¡requested, ¡ two ¡decades! ¡ ¡ relaYvely ¡few ¡“technical” ¡changes ¡in ¡each ¡new ¡ home ¡constructed ¡aber ¡2020. ¡What ¡a ¡legacy ¡ for ¡ICC’s ¡first ¡two ¡decades! ¡
