R-PP elaboration process • 2008: R/Pin of Paraguay endorsed by PC • 2011-12: Inception of the UN-REDD NP • 2012: Paraguay invites UNDP to act as DP • 2012-2013: Political changes • Sept 2013: UNDP – FMT joint mission • End 2013: Initiate elaboration of the R-PP

Political dialogue between Government and Indigenous People From conflict to co-implementation: • Dialogue btw Government and IP on REDD+ initiated in 2010 • Initial tensions • FAPI is now part of the UN-REDD Steering Committee • Several areas of collaboration

Achievements • Broad support to work on the R-PP to be presented to the FCPF. • Participatory process during R-PP elaboration. • Growing participative processes for the readiness process. • No particular challenges expected / compliance with the Common Approach. • Perfect coordination between UN-REDD and FCPF

Challenges and Opportunities • Compatibility btw REDD+ and present development trajectory? • GoP budget dedicated to environment. • National CC Policy approved in 2013, includes REDD+ • Target of zero illegal deforestation in the National Development Plan 2030 • Ongoing efforts with the sectors of commodities and energy. • Increasing number of actors and institutions interested in protecting forests
