Explore strengthening and expanding the use of the County’s Transfer of Development Rights policy as a tool to create and consolidate future public space. County’s Regulations- Modifications 1.2.10. Review and study possible modifications to the County’s regulations and codes — including zoning and other requirements related to setbacks, lighting, parking, signage, height, and temporary use of public and private property as public space — to allow more flexibility in park planning and respond to high-density contexts. 5
