What are PSPs? Definition: • Third Sector organisations work with public sector purchasers to design a service • The service is developed to maximise community benefit before being competitively tendered Features of a PSP: • Demonstrating focus on real results through collaboration • Common interest supersedes partner interest • Using "we" when talking about partner matters and treating each other as equal • Mutual accountability for tasks and outcomes • Sharing responsibilities and rewards • Striving to develop and maintain trust • Willingness to change what they do and how they do it 3

Project Objectives The key objectives are to: Test PSP models in various contexts, in order to deliver social benefits • Provide examples that can be replicated or scaled up • Raise awareness of PSPs with public sector audiences • Establish PSPs as best practice in service design and create a culture of • PSPs Use the learning to establish best model for PSPs to deliver public services • Disseminate learning to potential/actual public sector commissioners and 3 rd • sector suppliers Inform private sector of potential to work in partnership with 3rd sector • 6
Project Achievements to Date • Delivery partnership established • 10 pilots selected in November 2009 • Launch event • Lessons Learned Report from selection phase • Project planning completed • Pilot workshop – SROI and ‘Dragons’ Den’ • SROI forecasts completed • Ongoing support to pilots • Communications beyond the pilots • Newsletters • Events 7

Focus on Falkirk Pilot • Analysed services: • Gaps and over-provision • Consultation with children and their families • Integrated Children’s Services Plan – eliminate separation of education and social work • PSP pilot: • Framework for commissioning • Closer working with third sector • Cohort of PSP advocates in public and third sector • SROI to be built into service specification 10
PSP in Practice – Falkirk Foster Care Provision Pilot Stage 1 (7 months): • Meetings with existing providers to explain PSP concept • Meetings to develop good practice model for service delivery • Meetings to agree operating mechanisms Stage 2 (12 months): • Run pilot arrangement for 1 year • Quarterly reviews, using SROI • Write specification for services to be tendered Stage 3 (5 months): • Competitive tender exercise: • Fully prepared third and private sectors • Award contract • Contract starts 11
