Planning • Don Fancher, Alaska DOT&PF Project Manager Team • Leah Henderson , DOWL Project Manager • Mark Mayo , DOWL Planning Lead • Tom Middendorf , DOWL Planner and BGQ Land Use Lead DOWL
• Master Plan - purpose Agenda • Master Plan - process • FAA obligation • Aircraft activity forecast • Land use • Development alternatives • Discussion BGQ • Next steps and schedule DOWL
• Guide future airport Purpose development • Identify airport capital improvements • Determine whether airport improvements should be funded with FAA grants BGQ DOWL
• Public involvement Process • Inventory of existing conditions • Forecast of future activity Facility requirements Alternative improvement scenarios BGQ • Recommended plan Focus of tonight’s meeting DOWL
FAA Airport Improvement Program Obligating (AIP) grant funding comes with the Airport “strings” attached: • Manage land use around airport • Long range plan to address FAA design standards • Manage access onto the airport BGQ BGQ would compete with other airports for available federal funding DOWL
Aircraft Base Year Activity 2016 2021 2026 2031 2036 Forecast BGQ Based Aircraft Moderate Forecast 72 81 92 106 132 BGQ Operations - Total Moderate Forecast 13,285 14,807 16,506 18,546 21,545 BGQ The design aircraft through 2036 is the Cessna 185. This is the most demanding aircraft forecasted to operate at the airport at least 500 times/year. This determines existing and future airport design requirements. DOWL
Runway length – Extend to 2,900 ’ Runway Protection Zone - Runway 07 Facility RPZ off-airport and obstructed; clear or Requirements move RPZ Airspace – Runway 07 approach surface obstructed; remove obstructions Apron space – At capacity; more BGQ needed in future Lease lots – At capacity, more needed in future DOWL
Vehicle/Ped access – Control needed now; HHR long term Facility Requirements Maintenance facility & equipment – Needed Weather reporting – Install AWOS BGQ DOWL
• All 230 acres of airport land should be retained for long term growth Land Use • 15 active aeronautical land leases - need for more lease lots Findings • Runway 07 RPZ land use conflicts should be addressed • Potential for noise conflicts with adjacent properties – work with MSB • Airport boundary crossing permits BGQ required by FAA and DOT&PF regulation • Recreational uses beyond Runway 25 should be addressed with MSB DOWL
No Build Alternative A • No change BGQ Runway = 2,450’ X 70’ DOWL
Limited GF Investment Alternative B 1 • Resurface runway • Reserve land for lease lots • New apron access road BGQ • Floatplane service road Runway = 2,450’ X 70’ DOWL
Expanded GF Investment Alternative B 2 • Shorten runway to clear RPZ • Reserve land for lease lots • New apron access road • M&O Facility • Partial perimeter BGQ fence • Floatplane road Runway = 1,950 ’ X 70’ DOWL
Meet FAA standards/Expand using FAA funds Alternative C 1 • Shift /extend runway east • New lease lots & access road • Extend taxiway • Heliport reserve • AWOS • M&O Facility BGQ • Partial perimeter fence • Floatplane road • Close HHR, extend OAR Runway = 2,900 ’ X 60 ’ DOWL
Meet FAA standards/Expand Using FAA Funds Alternative C 2 • Shift runway SE and extend • Relocate/redevelop tiedown apron • New lease lots & access road • Reconstruct taxiways • Heliport reserve BGQ • AWOS • M&O Facility • Perimeter fence • Floatplane road • Close HHR, extend Runway = 2,900 ’ X 60 ’ DOWL OAR
Open Discussion BGQ DOWL
Next • Choose Preferred Alternative Steps – June 2017 • Public Draft Airport Master Plan – November 2017 BGQ • Final Airport Master Plan - December 2017 DOWL
