Public Meeting A New Community Hall for Pershore?
This is not about Orchard Farm! • This meeting is to outline the Town Council’s ideas for a new Community Hall. • The potential development of 150 houses and a country park on Orchard Farm is completely unrelated and has not been endorsed or approved by the Town Council, nor is it on the same land. • There is a public exhibition on the Orchard Farm proposal here TOMORROW, from 3 pm to 8 pm.
Background • Sale of St Agatha’s Hall - commitment made • Family History Centre original proposals • Sale of Cemetery Lodge • Family History Centre viability • Suggestion of Hall to incorporate Family History Centre • Two options proposed
New build on field off Defford Road
Possible floor plan
Advantages • New build, bespoke, no restriction on size of hall • Hall size could replicate the largest venue, Working Men’s Club which will be lost for use by community groups • Possible venue for weddings and receptions • Land owned by the Town Council • Additional asset for the Town Council • Could be managed by a charitable trust giving potential access to grant funding • Car park adjacent – approx. 50 spaces
Disadvantages • Field outside SWDP Development Boundary for housing • Would need planning permission • Site on the opposite side of town to most new homes although 250 near to it • Some archaeological investigation may be required
Possible exterior
First floor at Town Hall
Possible exterior outline
Existing and possible first floor
Advantages • Town Centre location • Opportunity to remedy defects on ground floor • Will increase value of asset • Close to Abbey for receptions and wakes
Disadvantages • More expensive per square metre to build • Maximum size of hall no bigger than other halls in town • Would need planning permission • No space for Family History Centre • Site access for build very restricted with considerable disruption during build • Side extension would mean loss of flower beds • No car parking at the venue • Cannot get charitable status
Costs • Precise detail not known • Both options in the region of £400,000 • Funds to be found from Council resources and, if residents agree, New Homes Bonus
New Homes Bonus • A proportion of the funds received by Wychavon directly related to the number of new homes occupied • Available for capital infrastructure projects of benefit to the community • Town Council must bid • Must have consulted the public • Currently £190,000 available
Summary • Would Pershore benefit from a new Community Hall • If so at which location? • Are you happy for NHB to be used for this project?
What next? • Please complete the questionnaire by 1 st August and return it to the Town Hall
